City of Altamont City Council met Nov. 14.

Here are the minutes provided by the council:

The Council of the City of Altamont met in regular session at 6:00 pm on November 14, 2022, in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Mike Walker; Commissioner Dan Milleville; Commissioner Todd Slingerland; and Commissioner Tayler Polk. Also present – Nick Taylor, Effingham Daily News; Mark Hoskins, Altamont News; Sandy Perry, CliftonLarsonAllen; Michael Tappendorf, Milano & Grunloh; and Sarah Stephen, City Clerk.

The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Slingerland and seconded by Commissioner Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)

Chief Alan Heiens presented the October 2022 Police Activity Report.

Michael Tappendorf, Milano & Grunloh Engineers reported CDBG grant application deadlines have been pushed back to January 19, 2023. Kieffer Bros Construction should be moving in late November to start the northwest sanitary sewer improvements. A survey crew will be starting on the Third Street sidewalk replacement project.

Sandy Perry of CliftonLarsonAllen presented the 2022 audit report. Provided reports indicated general fund increases in tax revenue and decreases in expenses compared to the previous year. There were no significant changes to the finances of any utility funds.

Council Approved a 320 ft Sidewalk Replacement on West Adams Avenue by Kieffer Bros Construction in the Amount of $10,880.00. Commissioner Walker motioned for approval. Commissioner Polk seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. Sidewalk replacement will begin at the corner of Second & Adams continuing west.

Council Approved the Removal and Replacement of Curb on South Main St by Kieffer Bros Construction in the Amount of $24,956.00 on a motion by Commissioner Walker and seconded by Commissioner Slingerland. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. Deteriorated curbing begins at Tower Lane and extends 136 feet north.

Council Approved Payment to 120Water for Lead Compliance & Cross Connection Survey in the Amount of $17,225.50. Commissioner Slingerland motioned for approval. Motion seconded by Commissioner Polk. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

An Omnibus Vote comprised of a Change Order-South Point Subdivision Water Main Installation, Increase of $3,677.16 and Payment to Marxman Excavating for South Point Subdivision Water Main Installation in the Amount of $44,463.16 was approved by Council on a motion by Commissioner Slingerland seconded by Commission Walker. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

Council Approved Awarding Bid for 500E & 900th Avenue Water Main Replacement to Korte & Luitjohan Contractors in the Amount of $137,470.00. Commissioner Slingerland motioned for approval. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. ARPA funds will be utilized.

Council Approved Employee Health Insurance Coverage Plan of Blue Cross Blue Shield. Commissioner Polk motioned for approval and by Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.

Commissioner Slingerland reported the Water Department is operating more efficiently with the new communication tower providing improved internet connection. Sewer Department is awaiting before and after pictures from Visu-Sewer of the South Oaks Subdivision sanitary sewer line maintenance.

Commissioners Walker and Milleville had nothing to report.

Commissioner Polk thanked the Electric Department for help with the Downtown Christmas event.

Mayor Rippetoe reported the Downtown Christmas was well attended on Friday night. He congratulated the Chamber on their efforts.

Clerk Stephen reported an IMRF compliance review was conducted. The City is in good standings.

On behalf of the Keith Tipsword family, (Pearl Harbor Navy soldier) Clerk Stephen thanked the volunteers who placed flags for the approaching homecoming. 414 flags were displayed in two hours by 21 volunteers.

The meeting was adjourned on a motion by Commissioner Walker and seconded by Commissioner Slingerland. Members voted as follows: Commissioner Milleville, yes; Commissioner Walker, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
