Village of Noble Village Board met Oct 24.

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Jana Baker and Carol O’Dell. Absent: Carl Klingler.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Janet Pflaum to approve October 11, 2022, minutes. Seconded by Carol O’Dell. All voting Aye.
Early voting will be held on Oct. 25 4:30pm to 6pm at the Noble Lions Club. Halloween parade will be held in the Noble Park on Friday, Oct. 28; Cakewalk 6:30p.m.; Parade 7:00p.m.
Trick or Treat night in Noble will be held on Saturday, Oct 29 6p.m. to 8p.m.
The Caucus will be held at the Noble Village Hall on Dec. 5, 2022, for 3 Village Trustee seats. Consolidated Election will be held on April 4, 2023.
A public hearing on a Permanent Variance for the Dollar General Store will be held on November 21 at 6p.m. (regular zoning board meeting) at the Noble Village Hall.
Leaf collection will begin this week. Residents can call the Village Hall to request leaf pickup. The Village Hall will be closed on Friday, November 11 for Veteran’s Day.
Motion made by Jana Baker to approve an Inter-fund transfer in the amount of $40,000.00 from General Fund to the Sewer Fund as requested by the Treasurer. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.
Mayor Kessler had talked with Attorney Bart Zuber, regarding representing the Village and he agreed to it. Mayor Kessler had also talked with Barry Bright, and he is wanting to stay on until April 2023. Barry has a few things to talk to Bart about. Mayor Kessler said so for now Barry will continue to be the Village of Noble attorney. Mayor Kessler said if the Board would like to talk to Barry that could be arranged. Trustee Baker said basically that would keep Barry as attorney until the next fiscal year. Mayor Kessler will get ahold of Barry and Bart. Mayor Kessler did mention the nuisance situation on W. North Ave. and with Barry living in Effingham now, would mean on top of court fees there would be travel expenses. Village Clerk said nothing is currently happening on that matter and Barry told her the Village may want to have Bart handle it. The last discussion with Barry regarding this matter was going to be the next step of a letter being sent and the Richland County Sheriff deliver it.
Water Committee met last week and their recommendation to the Board was to increase the water rate by 5% for the next 5 years. The Village Clerk ask when this would become effective. Mayor Kessler said the increase would be automatic. The Village Clerk said if effective January that would be on the February water bill and would give a couple months to inform customers. Trustee Summers asked if that locked it in and if it could be revised regarding inflation. Trustee Pflaum said it was mentioned review in 5 years. The Village Clerk said the Auditors told her that other towns charge a debt fee and a billing fee of $1.06 and if more was needed there are other options if necessary. The Village Clerk clarified that this 5% increase was on the first 1000 gallons and after the first 1000 gallons would remain the same and was told yes. Motion made by Gary Ulm to increase the water rate by 5% for the 1st 1000 gallons, effective January, and revisit after 5 years. Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye.
Motion made by Paul Summers to convene into executive session at 7:12 p.m. under 2(c)(21) Discussion of board minutes meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Seconded by Jana Baker. All voting Aye.
Reconvened into open session at 7:15 p.m.
Motion made by Paul Summers for Resolution concerning the Executive Session minutes of January 24, 2022 remain closed. Seconded by Jana Baker. Roll Call Vote Taken, All voting Aye.
Motion made by Gary Ulm to approve Resolution Authorizing the Destruction of Audio Recording of closed meeting Sessions. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.
Motion made by Jana Baker to pay bills. Seconded by Carol O’Dell. All voting Aye.
