Village of Arthur Board of Trustees met Oct. 17.

Here are the minutes provided by the board:

A regular meeting of the Board of Trustees of the Village of Arthur, Illinois, was held in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00pm. Roll call was answered by Trustees Matt Bernius, Mike Hilgenberg, Todd Dukeman, Jim Fleming, and Christy Miller. Trustee Dave Tiffan was absent.

Pledge of Allegiance

President Randall asked T. Dukeman to lead the Pledge of Allegiance.

Public Comment

Angie Parsons was the only visitor present.

Approval of Minutes

M. Hilgenberg made a motion to approve the October 3, 2022 Board of Trustees Regular Meeting Minutes. C. Miller seconded. All Trustees voted YEA.

Approval of Expenditures

M. Bernius made a motion to approve expenditures in the amount of $142,912.33. M. Hilgenberg seconded. All Trustees voted YEA.

Simply Arthur

Kenny Crossman reported for Simply Arthur. Ed Coller resigned as Executive Director in June. Kenny reported that a decision was made to spend money on marketing and advertising as opposed to a salary for a new director. Simply Arthur is working on a new budget, and money from the Village will go to the Welcome Center. Angie Parsons was present, and Kenny reported she is spending time visiting businesses both downtown and in the country, as well as time at the Welcome Center. The economic development work will still be an important part of Simply Arthur. President Randall and Kenny will both work in that area. Angie Parsons reported a door count of 18,500 so far this year. She spent four days in Champaign and was able to get advertising in Women's Day and Good Housekeeping. Seven buses came through the Welcome Center in September, and there have been four buses so far in October. Angie has been working with Cassie Yoder on marketing. Angie thanked her volunteer staff at the Welcome Center.

Village President Comments and Announcements

President Randall had no report.

Trustees' Reports

T. Dukeman and J. Fleming attended a meeting about the future of the local school district's facilities.

Chief of Police Report

Police Chief Goodman provided monthly reports from the Police Department.

Public Works Supervisor's Report

Grant Corum provided reports from the Public Works Department. Hydrant flushing will be October 25-27. Recent projects were discussed, including the Arthur Homes Project. President Randall and Grant met with Mike Niehaus. The development group would like to get people living in the homes that can be finished this year. There are 32 units, and discussion took place on the Board taking a tour of one unit.

Comptroller's Report

Erica Carter was absent but provided a Treasurer's Report.

Village Attorney's Report

Kenny Crossman had no report.

New Business

1. M. Bernius made a motion to accept the October 3, 2022 auditor's report. J. Fleming seconded. All Trustees voted YEA.

2. T. Dukeman made a motion to allow the serving of alcoholic beverages at an event in the Community Building on October 23, 2022. C. Miller seconded. All Trustees voted YEA.

3. Grant Corum provided a detailed list of trees and stumps to be removed throughout the Village. J. Fleming made a motion to approve the proposal for tree removal from Leaf It To Us, LLC in the amount of $16,280.00. M. Bernius seconded. All Trustees voted YEA.

Adjourn

C. Miller made a motion to adjourn. J. Fleming seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:41pm.
