Village of Noble Village Board met Oct. 11.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Jana Baker and Carol O’Dell. Remote: Carl Klingler.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve September 26, 2022, minutes. Seconded by Paul Summers. All voting Aye.

Treasurer Report and Cash in Bank report as of end of September were presented. Motion made by Jana Baker to approve the Treasurer Report presented. Seconded by Paul Summers. All voting Aye.

Early voting will be held on Oct. 25 4:30pm to 6pm at the Noble Lions Club.

Halloween parade will be held in the Noble Park on Friday, Oct. 28; Cakewalk 6:30p.m.; Parade 7:00p.m.

Trick or Treat night in Noble will be held on Saturday, Oct 29 6p.m. to 8p.m.

The Caucus will be held at the Noble Village Hall on Dec. 5, 2022, for 3 Village Trustee seats. Consolidated Election will be held on April 4, 2023.

The Village Treasurer asked the Board to consider a transfer of funds from the General Fund to the Sewer Fund. Treasurer was asked to come up with a figure. Matter will be placed on next agenda.

Mayor Kessler asked the Water Committee to meet, review expenses and discuss a rate increase. Possibly consider a 2-3% increase over so many years.

Audit report was provided to the Board.

Mayor Kessler informed the Board that the culvert was put in on W. Ida St.

Mayor Kessler mentioned the oil and chipping of the street was supposed to be done today but due to rain it was not and assumed it would be done tomorrow if weather permitting.

Letter from Bart Zuber, Attorney at Law was provided to the Board and will be discussed at the next meeting.

Copy of an email the Village received was provided to the Board which was an inquiry about the Village of Noble permit the operation of cannabis business establishments. Board was provided a copy of Attorney, Barry Bright’s response to said email.

Motion made by Gary Ulm to pay Tom Brandenburg $100.00 a month (not to go over $600.00 yearly) for landscape work in the village (4 flower bed). Seconded by Jana Baker. Roll Call Vote Taken, All voting Aye.

Motion made by Jana Baker to approve an Ordinance Amending the Municipal Code of the Village of Noble Establishing a Class “C” Liquor License for Bars with Video Gaming along with the set hours of operation allowed for a Class “C” Liquor License and along with an attendant Video Gaming Terminal Operation fee per machine in the Village of Noble. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye, with an exception of Paul Summers voting no and Janet Pflaum voting no. Motion carried.

Motion made by Jana Baker to approve the estimate for the proposed Tax Levy with an increase of 4.99% ($4,172.00) above last years Tax Levy. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.

Trustee Pflaum informed the Board that the Personnel Committee met earlier in the week and discussed employees pay raises. The Committee’s recommendation was to keep the salary for Karen Totten and MJ McCall as is. The Committee also recommended giving an average 5%

increase to Tresa Hundley, Bill Manuel and Leroy Stallard. Motion made by Gary Ulm to increase Village employees pay as presented, effective October 10. Seconded by Janet Pflaum. Roll Call Vote Taken, All voting Aye.

Trustee Ulm informed the Board that Brad Fryburger had requested approval to move a camper on his father’s property from mid-October to mid-April during this time his new home will be built. Trustee Ulm asked Mr. Fryburger to put this in writing that the camper would be moved out in April 2023. Trustee Ulm asked if there were any objections, none made. This matter will be discussed at the next Zoning meeting.

Motion made by Janet Pflaum to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:36 p.m. Seconded by Paul Summers. All voting Aye.

Meeting adjourned until October 24, 2022, at 7:00 p.m. at the Noble Village Hall.
