Village of Dieterich Board of Trustees Oct. 3.
Here are the minutes provided by the board:
The Dieterich Village Board met in regular session on Monday, October 3, 2022 at 6:30 p.m. at Dieterich Village Hall located at 103 W. Section Street.
The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.
The following Trustees were present: Pam Hartke; Bill Lane; Sean Pankau and Carrie Galbraith. Trustees Chad White and Derick Stumeier were absent. With four Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting were: Village Clerk Brittny Gipson, Village Maintenance Mike Campbell, and Village Engineer Lee Beckman.
A motion was made by Trustee S. Pankau; seconded by Trustee C. Galbraith to approve the omnibus agenda: approve minutes of the September 19, 2022 regular meeting, approve the Treasurer’s Report, approve Expenditures and approve Per Diem Pay. Roll call was 4 yes and 0 no.
Village Engineer Lee Beckman reported the Wright Family Center is still about 2 weeks away from having the SWPP permit needed to start dirt work on the site.
Lee reported the NOSAF cost estimate for the East Section Street storm sewer project had to be updated, since costs of construction materials has significantly increased since the grant application was submitted. There will be an updated price estimate for consideration on the next meeting agenda. There may be an opportunity to request more grant funds for the project.
Engineer Beckman reported the Safe Routes to School (SRTS) sidewalk project is in the surveying process. We will not be completing any work on the RR right-of-way. Early 2023 is still the plan for construction start.
The Board discussed moving forward with the additional ditch checks in the North Pointe ditch to help slow down the velocity of the water flow. The reduced velocity will help reduce the wash outs that are currently happening. Once the ditch checks are installed, the wash out areas will be repaired. Engineer Beckman will work on an exhibit and bid sheet for the ditch check installations.
Engineer Beckman reported he had no updates on the Dieterich Creek project. Still waiting for the USACE to respond to the latest email request for information.
The Board discussed the potential for a detention area north of the Liberty Park Pond with Engineer Beckman and Maintenance Supervisor Mike Campbell. EJ Water is willing to do the work at no cost if they can have the dirt. There are several large trees that will need to be removed, but Mike reported they aren’t good trees. They are trees that continue to drop limbs constantly and some are Ash trees that need to come down anyways. We will be able to replant good trees when the detention excavation work is complete.
Mike Campbell was still waiting for a few roofing companies to return quotes for the Village Hall roof. Hopefully at the next meeting we will have more quotes to review.
Mike reported the POW MIA chair to be donated by the Rolling Thunder organization will have a dedication ceremony held on November 10, 2023 in conjunction with the Veteran’s Day Ceremony hosted by Dieterich Unit 30 students.
Mike reported mowing season is almost complete, so our Temporary Seasonal employees will be leaving in 1-2 weeks.
Mike asked the Board if they would research and consider joining the IMRF program for an additional benefit to the permanent employees. IMRF is a multi-employer agent public employee retirement system. There is an application process and fee to determine the amount the employer must contribute. Each employee must contribute 4.5% of each paycheck. IMRF is a guaranteed benefit once the employee becomes vested. The Board agreed to research IMRF further.
The Board discussed having IRWA come and smoke the sanitary sewers this fall with our maintenance employees assisting to look for illegal connections and breaks in the sewer mains. Mike agreed to schedule a day with IRWA.
A motion was made by Trustee P. Hartke; seconded by Trustee B. Lane to approve Ordinance 1120-2022: Amending Ordinance No. 1112-2022, An Ordinance Making Appropriation for the Corporate Purposes of the Village of Dieterich, Effingham County, Illinois, for the Fiscal Year Commencing May 1, 2022 and Ending April 30, 2023. Roll call was 4 yes and 0 no.
A motion was made by Trustee B. Lane; seconded by Trustee S. Pankau to approve hiring K&A Lewis Construction to install a new section of sidewalk along Waldhoff Avenue for $4,450.00. Roll call was 4 yes and 0 no.
A motion was made by Trustee C. Galbraith; seconded by Trustee P. Hartke to approve hiring K&A Lewis Construction to replace a portion of the Civic Center parking lot and to add a garbage dumpster pad for $12,950.00. Roll call was 4 yes and 0 no.
At 8:06 p.m. a motion was made by Trustee P. Hartke; seconded by Trustee S. Pankau to adjourn the meeting. Roll call was 4 yes and 0 no.
