City of Arcola City Council met Oct. 3.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Smith, Garza, Becerra, Budd and Hensley. Alderman Foran was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Smith led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF SEPTEMBER 19, 2022 COUNCIL MEETING MINUTES Alderman Hensley moved to approve the September 19, 2022 council meeting minutes as presented and was seconded by Alderman Garza. Roll call vote, Smith, abstain; Garza, aye; Becerra, aye; Budd, aye; Hensley, aye. Motion carried.

APPROVAL OF SEPTEMBER 17, 2022 THROUGH SEPTEMBER 30, 2022 BILLS Alderman Hensley moved to approve the September 17, 2022 – September 30, 2022 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR SEPTEMBER 2022 Alderman Becerra moved to approve the Treasurer’s report for September 2022 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE SEPTEMBER ZONING OFFICER’S REPORT The Zoning Officer reported 1 permit issued in the month of September with valuation of $18,750.00 and a fee in amount of $75.00 collected. Alderman Smith moved to approve the September Zoning Officer’s report as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 22-S-9, AN ORDINANCE AMENDING THE TIF REDEVELOPMENT AGREEMENT WITH ILLINOIS AFFORDABLE HOUSING (RIDER PLACE) Alderman Budd moved to approve Ordinance No. 22-S-9 and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CHANGE ORDER NO. 2 – WATER TOWER PAINTING -- $19,800 (INSTALL NEW INSULATION ON RISER PIPE, CAULK UNWELDED SEAMS ON ROOF INTERIOR) Alderman Smith moved to approve Change Order No. 2 – Water Tower Painting in amount of $19,800. Alderman Garza seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 1 – WATER TOWER PAINTING -- $212,140.00 Alderman Garza moved to approve Pay Request No. 1 – Water Tower Painting in amount of $212,140.00. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND WAIVE FORMAL BIDS AND ACCEPT PROPOSAL FOR SOLAR INSTALLATION AT CITY HALL Alderman Smith moved to waive formal bids and accept proposal for solar installation at city hall. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

EXECUTIVE SESSION (5ilcs 120/2c) Alderman Hensley moved to go into executive session to discuss personnel and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

REGULAR SESSION AT 7:20 P.M.

CONSIDER AND APPROVE TERMINATION OF TY ROGERS Alderman Becerra moved to approve termination of Ty Rogers and was seconded by Alderman Garza. Roll call vote, Smith, due to being unable to attend previous committee meeting regarding this matter, abstained; Garza, aye; Becerra, aye; Budd, aye; Hensley, aye. Motion carried.

COMMITTEE REPORTS

Alderman Smith Had nothing at this time.

Alderman Garza Had nothing at this time.

Alderman Becerra Had nothing at this time.

Alderman Budd Reported the Budget & Finance Committee met prior to this meeting and received a report on audit from Gilbert, Metzger & Madigan.

Alderman Hensley Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

Adjourned at 7:22 p.m.
