City of Olney Board of Fire & Police Commissioners met Aug. 18.

Here are the minutes provided by the board:

AGENDA #1 “CALL TO ORDER” The special meeting of the Board of Fire & Police Commissioners was called to order at 3:37 p.m. by Chairperson Julie Hearring.

AGENDA #2 “ROLL CALL” The following members were present: Julie Hearring, Larry Knowlton, and Brandt Patterson. Also present were Secretary Cindy Harlan and City Clerk Kelsie Sterchi.

AGENDA #3 “APPROVE MINUTES FROM JULY 13, 2022” Mr. Knowlton moved to approve the minutes from the July 13, 2022, meeting, seconded by Mr. Patterson. A unanimous voice vote was received. The motion carried.

AGENDA #4 “CLOSED SESSION: APPOINTMENT OR EMPLOYMENT OF SPECIFIC EMPLOYEES” Mr. Knowlton moved to enter into closed session to discuss the appointment or employment of specific employees, seconded by Mr. Patterson. A unanimous voice vote was received. The motion carried and all in attendance entered into closed session at 3:38 p.m.

After closed session, Mr. Knowlton moved to return to open session, seconded by Mr. Patterson. A unanimous voice vote was received. The motion carried. Open session resumed at 3:41 p.m.

AGENDA #5 “ACTION TAKEN AS RESULT OF CLOSED SESSION” Mr. Knowlton moved to hire Daniel Runyon as a full-time fire fighter in the Olney Fire Department, seconded by Mr. Patterson. A unanimous voice vote was received. The motion carried.

A letter offering employment to Mr. Runyon was signed by Chairperson Hearring. The starting date of his employment will be decided upon at a later date.

AGENDA #6 “DISCUSSION/POLICY: PROCEDURE TO FOLLOW WHEN CANDIDATE TESTING FOR NEW ELIGIBILITY LIST WHILE ON EXISTING ELIGIBILITY LIST” Discussion was held of the procedure to follow in the future if a candidate on an existing eligibility list wants to test for placement on a newly created eligibility list.

Secretary Harlan reported that after speaking with John Sidbeck with C.O.P.S. & F.I.R.E. Personnel Testing Service, it would be beneficial to have policy in place that if a candidate tests for a new list while on an existing list and fails any aspect of the testing process (physical fitness screening, written examination, or oral interview), the candidate will be removed from the existing list when merged with the new list.

Having a policy on this would prevent both the candidate and the BFPC being placed in a difficult situation in the future. Before testing, the candidate would be required to sign an acknowledgement agreeing to the procedure that will be followed.

Mr. Knowlton moved to adopt the policy as discussed above on the procedure to following when a candidate is testing for placement on a new eligibility list while on an existing eligibility list, seconded by Mr. Patterson. A unanimous voice vote was received. The motion carried.

AGENDA #7 “ADJOURN” Mr. Knowlton moved to adjourn, seconded by Mr. Patterson. A unanimous voice vote was received. The meeting adjourned at 3:47 p.m.
