City of Flora City Council met Aug. 1.

Here are the minutes provided by the council:

OPENING CEREMONIES

At 4:30 p.m., Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Rick Slaughter, Commissioner Mike Genthe, Commissioner Linda Spicer and Commissioner Jim Fehrenbacher. Commissioner Phil Wiley was absent.

Others in attendance were City Attorney Bob Coble, City Administrator Mike Stanford, Chief of Police Guye Durre, City Clerk Becky Burgess, City Treasurer Jeremy Henderson, Superintendent of Public Services Toby Rinehart, Building and Zoning Official Chad Bayles, two guests and three media representatives.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Linda Spicer offered the Invocation.

PUBLIC COMMENTS

Lee Beckman with Milano & Grunloh Engineers addressed City Council Members and outlined some grant opportunities for sidewalk improvements and water and sewer projects that are available to the City.

Amanda Waison presented a request on behalf of Lisa Erbacher, Country Companies. Waison stated all proceeds will go to Operation Christmas Star.

A MOTION TO APPROVE LISA ERBACHER TO HOST A MUSIC EVENT AT LIBRARY PARK THE EVENING OF AUGUST 12, 2022 WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE AUGUST 1, 2022 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER FEHRENBACHER.

• Vote: Yes - Slaughter, Genthe, Spicer, Fehrenbacher

No - None

Abstain - None; Absent - Wiley

CONSENT AGENDA

The following items were listed under the Consent Agenda:

• APPROVE REGULAR COUNCIL MEETING MINUTES OF JULY 18, 2022

• APPROVE SCHEDULE OF BILLS FOR PERIOD ENDING JULY 27, 2022

A MOTION TO APPROVE THE CONSENT AGENDA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

Commissioner Mike Genthe presented an ordinance regarding oil and chipping.

A MOTION TO APPROVE ORDINANCE NO. 22-3219, AN ORDINANCE APPROVING PROPOSAL TO FURNISH MATERIALS AND APPROVAL OF AWARD FOR OIL AND CHIPPING IN THE AMOUNT OF $82,697.75 (MT. CARMEL STABILIZATION GROUP, INC.) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

• Vote: Yes - Slaughter, Genthe, Spicer, Fehrenbacher

No - None

Abstain - None; Absent - Wiley

Genthe stated that a few weeks ago the Clay County Cruisers held their Annual Car & Truck Show at Charley Brown Park and he commented on the cleanliness and great condition of the park. Genthe thanked all who were involved in preparing the park for the event

Commissioner Jim Fehrenbacher thanked all who helped with the Clay County Fair, along with the clean-up crew at the park, noting it was a big success.

City Administrator Mike Stanford presented several items for Council consideration.

A MOTION TO PASS ORDINANCE NO. 22-3217, AN ORDINANCE APPROVING AND RATIFYING A GRANT UNDER THE FAÇADE IMPROVEMENT PROGRAM FOR KBDB ENTERPRISES, LLC. (DAIRY QUEEN - 201 W. North Avenue) WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER SPICER.

• Vote: Yes - Slaughter, Genthe, Spicer, Fehrenbacher

No - None

Abstain - None; Absent - Wiley

A MOTION TO PASS ORDINANCE NO. 22-3218, AN ORDINANCE APPROVING THE BID FOR SALE OF 418 S. MILL STREET TO ALLEN COSNER IN THE AMOUNT OF $1,155.24 WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER GENTHE.

A MOTION TO APPROVE HIRING OF TWO CO-OP STUDENTS FROM FLORA SCHOOL DISTRICT (ONE AT PUBLIC WORKS AND ONE AT CITY HALL) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

Abstain - None; Absent - Wiley

Stanford mentioned that the City is partnering with Flora School District's Building Trades Department to build two new bathrooms at Kiwanis Park.

Building and Zoning Official Chad Bayles presented a resolution.

A MOTION TO PASS A RESOLUTION DECLARING THE CHARLES R. MAINER REAL ESTATE AS UNSAFE AND DANGEROUS (12112 E. LINCOLN) WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER FEHRENBACHER.

No - None

Abstain - None; Absent - Wiley

ADJOURN

At approximately 4:45 p.m., with no further business to discuss, Mayor Slaughter requested a motion to adjourn. COMMISSIONER SPICER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER FEHRENBACHER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
