City of Tuscola City Council met Aug. 22.

Here are the minutes provided by the council:

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance. Public Comment - None Consent Agenda Mayor Kleiss went over the items on the consent agenda: 

• Minutes of the July 25, 2022 meeting 

• Payment of bills totaling $263,678.37 

• Request to hold an outdoor shopping event September 16-17, 2022 

Hoey moved to approve the items on the consent agenda. Waldrop seconded. VOTE YEA* Brace; Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Rund moved to approve the consent agenda for August 8, 2022. Shoemaker seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. 

Requested Time on the Agenda 

Adam Munds addressed council regarding the RC Fest that was held at Wimple Park on July 30th and 31st. He specifically thanked Anna, Brian, Denny, Drew, and Mayor Kleiss for their help and support. He stated that those in attendance mentioned how pleased they were with the accommodations and restaurants the City had to offer. In all, 18 states were represented. Munds asked the City Council to consider allowing next year's RC Fest to once again be held at Wimple Park on July 29 and 30, 2023. 

Members of the Douglas County Board were in attendance to discuss the request of an additional 6 to 10 feet of city property to the west of the current Douglas County Animal Shelter for an addition to the original building. Bippy Appleby, followed by Spencer Dyke, explained to the council how urgent their need is to begin construction as soon as possible. Once plans are submitted to Building Inspector Mike Salmon, he will review and should changes be required, he will work with the county's architect in an effort to get the permit in a timely fashion. Day moved to approve the request of 6 to 10 feet to the west for the addition to the current animal shelter. Hoey seconded. VOTE YEA* Brace, Day, Hoey, Morris; Rund, Shoemaker, Slaughter, Waldrop. 

Mayor Mayor Kleiss stated he attended the RC Fest on a couple of occasions and what a great addition it was to the community. The Mayor congratulated the new Little Miss, Jr. Miss, and Miss Tuscola adding that the event was well attended.

City Administrator – No Report 

Contracts and Agreements 

PSA with Donohue & Associates to prepare IEPA SRF loan submittals in the amount of $7,500. Administrator Hoel explained, should the loan be approved, the funds the master meter station. It would be a ten year loan at 1.25% interest with 50% principal forgiveness. Morris moved to approve the PSA with Donohue & Associates for IEPA SRF loan submittals in the amount of $7,500. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. 

Other 

Mayor Kleiss read a resignation letter from Angela Hawkins stating that Angela will be retiring on August 19, 2022. Mayor Kleiss wished Hawkins a happy retirement. Treasurer Long stated that we appreciate Hawkins fourteen years of service to City Hall and she will be missed. Administrator Hoel added that interviews are underway and a possible replacement may be put before council as early as the August 22, 2022 meeting. Slaughter moved to accept the letter of resignation from Angela Hawkins. Rund seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop 

Mayor Kleiss turned discussion to City Attorney Andrew Bequette regarding authorization to file a nuisance lawsuit seeking demolition of the Castle Mall property at 202 S. Main Street. Attorney Bequette stated a Notice of Intent had already been sent to the property owner who has yet to respond. Bequette noted that should the property owner begin clean up, the lawsuit may be withdrawn but it is his recommendation to start the process. 

The motion to adjourn was made by Slaughter and seconded by Rund. VOTE YEA* Brace, Day, Hoey Morris, Rynd, Shoemaker, Slaughter, Waldrop.
