Village of Noble Village Council met Aug. 8.

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Karen Totten, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Jana Baker and Carol O’Dell. Remote: Carl Klingler. Guests Bill Manuel.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve July 25, 2022, minutes. Seconded by Paul Summers. All voting Aye.
Treasurer Report and Cash in Bank as of end of July were presented. Karen said the first property tax funds had been received. Trustee Ulm asked about negative figures on the Treasurer Report. Karen mentioned the $96,000.00 was received from county and had been moved from the regular ARPA fund line to the fund line the auditors suggested and other negative figures were from utility accounts billed but not paid in same month. Motion made by Jana Baker to approve the Treasurer Report presented. Seconded by Paul Summers. All voting Aye.
Bill was contacted by Bob Brown and was told that a tree limb (tree on outer side of sidewalk) had hit a car. Village Clerk ask Bill to prepare a written statement for Village records. Bill mentioned a tree on S. Palmer St. and a tree at 152 E. South Ave that may need taken down. Place on next agenda to go out for bids.
Bill mentioned 3 new hydrants that were put in the park. He said with weather lately he asked if it would be ok to buy and place particle board around them since the chowder was happening Saturday.
Noble Chowder will be held Saturday, August 13 and Noble Ave. (between Elm & Poplar St.) and 100 block of E. Elm St. will be closed the day of Chowder.
Noble Village Garage Sale will be held Saturday, August 20.
Bid opening for the waterline project on S. First St. will be held on August 17 at 10am at the Noble Village Hall.
Park Committee did not have a chance to look at trees in the Noble Park.
Freedom Festival is scheduled to take place July 1, 2023.
The Book Barn is up at the Village Hall and it’s a success (people using). Village Christmas party will be held at the Holiday on December 8 at 6p.m.
Trustee Ulm inquired about the status of oil streets. Mayor Kessler will call Mike Bridges and check into it. Comment made about the check that was received from Heurman at the bid opening that could be held due to the work not being completed by the deadline date (August 1).
Trustee Baker inquired about status of the internet for the village. Village Clerk was told Wabash Communications is trying to get hooked up within next 2 weeks.
Trustee Ulm mentioned Davis properties that need mowed and one that had been mowed.
Motion made by Gary Ulm to approve an Ordinance clarifying water rate language and amending the sewer rates: 1) First 1,000 gallons or less used per month $ 13.23 MINIMUM CHARGE 2) For all water use over 1st 1,000 gallons per mo., $ 5.13 per 1,000 gallons, with any fractional usage less than 1,000 gallons also being charged a corresponding fraction of the $ 5.13 per 1,000 gallons rate (example, if meter reading is 5,100 gallons, then the sewer usage charge would be $13.23 minimum charge for 1st 1,000 gallons plus 4.100 m gallons x $5.13/m gallons rate = $ 13.23 + $21.03 = $34.26 total water bill. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.
Ordinance for making Appropriation for the payment of the necessary expenses and liabilities of the Village of Noble for the fiscal year beginning May 1, 2022 was presented. Motion made by Jana Baker to approve Ordinance for making Appropriation for the payment of the necessary expenses and liabilities of the Village of Noble for the fiscal year beginning May 1, 2022 with accordance of the budget previously approved (deficit of $439,543.00). Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye. Motion carried
Motion made by Paul Summers to approve the Resolution relating to termination of participation by elected officials in the Illinois Municipal Retirement Fund. Seconded by Janet Pflaum. All voting Aye.
Discussion held on changing percentage amounts in fund lines from General 20%, Water 40% and Sewer 40% (current percentage) back to 40/20/20. No action taken.
Motion made by Paul Summers to approve an Inter-fund transfer in the amount of $40,000.00 from General Fund to the Water Fund. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye.
Trustee Baker inquired about last water line that was hit and that had a boil order. Mayor Kessler said it was village issue due to not knowing location of a 4 inch line.
Motion made by Jana Baker to pay bills. Seconded by Carol O’Dell. All voting Aye.
Motion made by Carol O’Dell to adjourn the meeting at 7:50 p.m. Seconded by Paul Summers. All voting Aye.
