City of Neoga City Council met Aug. 8.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Pro-tem Hakman. The Pledge of Allegiance was recited. Those present were Commissioners Helm, Edwards, and Mayor Pro-tem Hakman. Others present were City Administrator / Clerk Evans, City Treasurer Diana Foor, Police Chief Andy Schabbing, and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular session minutes from July 25, 2022, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, and Mayor Pro-tem Hakman. Nays, none. Motion carried. 3-0.

PUBLIC AFFAIRS, MAYOR HARTKE

ORDINANCE #1044-08-22 An Ordinance Amending Chapter 82 of the Code of Ordinances of the City of Neoga, Il., and Establishing a Limitations Period to Bring a Claim for Refund of, or Credit for, an Amount Erroneously Paid in Connection with the Use and Service of the Waterworks System and Sewerage System.

After reviewing the ordinance, Commissioner Edwards made a motion to accept the ordinance as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, and Mayor Pro-tem Hakman. Nays, none. Motion carried. 3-0.

RESOLUTION 06-07-22 A Resolution Adopting a Policy Concerning Unclaimed Property

After reviewing the resolution, Commissioner Edwards made a motion to accept the ordinance as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, and Mayor Pro-tem Hakman. Nays, none. Motion carried. 3-0.

TRICK OR TREAT NIGHT

The Council discussed setting trick or treat night. Since October 31st is on a Monday, Commissioner Helm made a motion to set trick or treat on Saturday, October 29th from 6-8 p.m. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Helm, Edwards, and Mayor Pro-tem Hakman. Nays, none. Motion carried. 3-0.

SPECIAL EVENT LIQUOR LICENSE FOR SOOEYFEST 2022

Mayor Pro-tem Hakman informed the Council that the Neoga Partnership for Progress has requested a special event liquor license for Sooeyfest again. This year the event will be held on October 1st at Jennings Park. After little discussion, Commissioner Edwards made a motion to grant the special event liquor license to NPP for October 1st, 2022. The motion was seconded by Mayor Pro-tem Hakman. Ayes, Commissioner Edwards and Mayor Pro-tem Hakman. Nays, Commissioner Helm. Due to state statutes, the motion must pass by at least three (3) council members.

FINANCE, COMMISSIONER GROVES

TREASURER’S REPORT

After reviewing the treasurer’s report, Mayor Pro-tem Hakman ordered that the treasurer’s report be filed in the City Clerk’s records.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

City Clerk Evans asked that this be tabled until additional quotes are received.

STREETS AND ALLEYS, COMMISSIONER EDWARDS EXTENDED WARRANTY ON 2022 DODGE RAM

Commissioner Edwards discussed with the Council the need to purchase an extended warranty on the new 2022 Dodge Ram duty truck. Edwards said that with the use the duty truck will have, purchasing an extended warranty would cover some very expensive repairs. Commissioner Helm agreed. Commissioner Edwards made a motion to purchase the Platinum extended coverage in the amount of $3,240. This would extend the current warranty to 10 years / 100,000 miles. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, and Mayor Pro-tem Hakman. Nays, none. Motion carried. 3-0.

HEALTH AND SAFETY, COMMISSIONER HELM

Commissioner Helm told the council that the fire flow testing was completed, and they are working on inputting the information in the computer. The next thing that needs done is having public works exercise and grease the caps on the hydrants.

PUBLIC COMMENTS

There was no public comment.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 7:25 p.m. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, and Mayor Pro-tem Hakman. Nays, none. Motion carried. 3-0.
