City of Chrisman City Council met July 11.

Here are the minutes provided by the council:

The City Of Chrisman Met For A Special Meeting At 7:00 P.M. With The Following Members Present: Commissioner Brian Haddix, Commissioner Thad Crispin, Commissioner Brice Stratton, And Mayor Daniel Owen. Also, Present Was City Clerk Autumn Perryman And City Treasurer Kaylen Hoskins.

HIRING SEWER/WATER OPERATOR:

Haddix Moved And Crispin Seconded That Council Approves Hiring Of Michael Burgess For The Sewer/Water Position At $17 Per Hour. Voting Aye On The Matter Were All Members Present. Voting Nay None. Motion Carried.

BID FOR PROPERTY AT 221 S ILLINOIS:

Haddix Moved And Crispin Seconded That Council Approves The Bid For $2500 From Dave Mattingly For The Propert At 221 S Illinois. Voting Aye On The Matter Were All Members Present. Voting Nay None. Motion Carried.

TAX LEVY:

Haddix Moved And Stratton Seconded That Council Approves The 21-22 Tax Levy Ordinance With A 5% Increase. Voting Aye On The Matter Were All Members Present. Voting Nay None. Motion Carried.

2 NEW LIBRARY BOARD MEMBERS:

Stratton Moved And Crispin Seconded That Council Approves Adding Taylor Lovett And Loretta Fagg To The Library Board. Voting Aye On The Matter Were All Members Present. Voting Nay None. Motion Carried.

WATER BILL NOTICES:

Stratton Moved And Haddix Seconded That Council Approves Sending Only One Bill Per Billing Cycle Witht Shut Off Date On The Bill. Voting Aye On The Matter Were All Members Present. Voting Nay None. Motion Carried

DISCUSSION:

Jacob Lewis:

Just came to touch base with you on the insurance claim, I spoke with you about a few months ago. Mayor Owen- I have a questionnaire here to fill out. Lewis- I’ve been dealing with your insurance since April, and the lady said she was just waiting on you guys. Owen- We got this June 20th. Lewis- She said all she needed your reasoning on why that had happened. Mayor Owen- Some of these will take us a while to get the answer. Like one of the questions is “Who initially installed the pipe and when?” that is what is taken forever.

Summer Help:

Haddix- Do we need to hire more? Mayor Owen- How many do we have 2? Crispin- 2 right now. Perryman- Chloe is done after this week. Haddix- Michael doesn’t start next until next week, so I’ll be doing the morning chores. Crispin- I don’t have anybody in mind right now.

Library Board:

Mayor Owen- Who were the board members? Perryman- Taylor Lovett and Loretta Fagg.

Bid for 221 S Illinois:

Haddix- I have a bid for $2,500. Crispin- That was our minimum, correct? Haddix- Yes, and that is the only bid we got. I move we accept the bid for $2,500 from Dave Mattingly.

Door Tags:

Mayor Owen- A lot of towns don’t put out door tags or send out a late notice. How much do we spend for sending out late payments? Perryman- For the late bills about $45-$60 just for the postage. The door tags are just man power. Crispin- But we have to pay for them too. We need to start saving money. Does that sound good to everyone? (Agreement from all Commissioners). We will be sending one bill with the payment date and the shut off date. No more late notices or shut off, red tag on doors. The dates will be the same.

Tax Levy:

Mayor Owen- Just doing what is allowed for us is 5% correct? Hoskins- Correct.

Commissioner Crispin

Sidewalks are getting done. Mayor Owen- They look really good in front of the doctor’s office. Crispin- He’s going to pour the park tomorrow, so we will have sidewalks around the concessions area and bathrooms. Supposed to be opening bids on the 14th for tar and chip, and then I will talk to him about bids for behind Humrichous’s. Still waiting on Gore to start working being the Nazarene. We got a big for a tree removal, but I don’t know who got it. It seems a little steep. They are wanting $1,690 for one tree. I’ll try calling around. Mayor Owen- Is that for the dead one in the park? Crispin- Yes, I’ll call to see if he’ll give me a deal if we do more trees.

Commissioner Haddix

I went ahead and booked a side arm mower from Ron Equipment for the last week of August. So, I can do the ditches, and clean up around town. Mayor Owen- How much was it? Haddix- $2,500 plus $200 shipping. Mayor Owen- That’s not bad. Haddix- I had went back and checked my numbers on the CAT excavator and accidently left off that the head alone was going to be $1000 a week, plus the $2,700 for the machine. We have a girl painting up at the square, she’s around the square, she’s starting in front of the church building going to the railroad and then coming back down. I’m going to get with Dan Moore, and get an exact route for the parade so we make sure we get those curbs cleaned good. She’s used about 20 gallons of paint already. What do we have to have to fire hydrants? Stratton- Yes. Haddix- I’ll see if I can get some of that also.

Mayor Owen

As everyone knows we have finished our water project to get water from Paris. The total of that was from the EPA $998,620, I received a letter from the EPA saying they are forgiving us of $900,000. That leaves us for that project with the EPA $98,635.66 out of almost a million dollars. That makes our payment $1,856.50 a year, that is very doable. Crispin- That is fantastic.
