Village of Dieterich Village Board met May 2.

Here are the minutes provided by the board:

The Dieterich Village Board met in regular session at 6:30 p.m. at the new Dieterich Village Hall located at 103 W. Section Street.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Derick Stumeier; Pam Hartke; Bill Lane; Carrie Galbraith and Sean Pankau. Trustee Chad White was absent. With five Trustees and President Brad Hardiek present, a quorum was declared to be present. Also at the meeting were: Village Clerk Brittny Gipson, Village Maintenance Mike Campbell, Village Engineer Lee Beckman, and Seth Flach with Milano & Grunloh.

A motion was made by Trustee C. Galbraith; seconded by Trustee S. Pankau to approve the omnibus agenda: approve minutes of the April 18, 2022 regular meeting; approve the Treasurer’s Report; approve Expenditures; receive and acknowledge a Recommendation Letter from the Dieterich Board of Zoning Appeals and Planning regarding a petition for variance for an illuminated sign; receive and acknowledge a Recommendation Letter from the Dieterich Board of Zoning Appeals and Planning regarding a petition for special use to allow a daycare center in a R-1 District. Roll call was 5 yes and 0 no.

Village Engineer Lee Beckman reported that Feutz will be replacing the cracked concrete pavement in the Industrial Park East very soon now that the weather is cooperating.

Lee reported the Wright Family Center bid opening will be May 12th at 2:00 p.m. and the Village had submitted the waiver for the Illinois Works Apprenticeship Program to IDOL. It will be difficult for local contractors to meet the 10% apprenticeship requirements with the lack of available work force.

There is still no word from DCEO regarding the CDBG that was submitted for the East Section Street storm sewer project. It was discussed that combining the State Legislative Grant for stormwater improvements with the CDBG is the plan, but we may not be able to wait much longer before we need to decide on what the State Legislative grant money can be used for.

The erosion of the North Pointe drainage ditch was discussed and what possible options there were to fix the erosion issues. Lee was going to get prices on a few options to discuss at a later meeting.

Village Maintenance employee Mike Campbell discussed the removal of the Hartke Subdivision storm sewer filter baskets. He reported all the disturbed areas around the pond and tennis courts were seeded.

The Board discussed locations of security cameras for the new Village Hall and Clerk Gipson was going to get pricing for next meeting.

A motion was made by Trustee P. Hartke; seconded by Trustee C. Galbraith to approve Ordinance 1104-2022: Appointment Ordinance for the Village of Dieterich, Illinois. Roll call was 5 yes and 0 no.

A motion was made by Trustee B. Lane; seconded by Trustee S. Pankau to approve Ordinance 1105-2022: Appointment Ordinance for the Village of Dieterich, Illinois Board of Zoning Appeals & Planning Commission. Roll call was 5 yes and 0 no.

A motion was made by Trustee B. Lane; seconded by Trustee P. Hartke to approve Ordinance 1106-2022: Amending Ordinance No. 580-07, As Amended, and Authorizing the Sale of Real Estate in North Pointe Estates, East Addition. Roll call was 5 yes and 0 no.

A motion was made by Trustee S. Pankau; seconded by Trustee B. Lane to approve Ordinance 1107-2022: Amending Chapter 2 of Title 5 of the Village Code of Dieterich, Illinois, Effingham County, Illinois (Animal Control). Roll call was 5 yes and 0 no.

A motion was made by Trustee P. Hartke; seconded by Trustee B. Lane to approve Ordinance 1108-2022: Granting a Special Use Permit in the Village of Dieterich, Effingham County, Illinois (Daycare Center in an R-1; Village of Dieterich, Illinois, Petitioner). Roll call was 5 yes and 0 no.

A motion was made by Trustee C. Galbraith; seconded by Trustee S. Pankau to approve Ordinance 1109-2022: Authorizing a Variance from the Zoning Ordinance of the Village of Dieterich, in the County of Effingham, and State of Illinois (Variance for Illuminated Sign – Village of Dieterich, and Wohltman-Aherin Agency, Ltd.). Roll call was 5 yes and 0 no.

A motion was made by Trustee D. Stumeier; seconded by Trustee S. Pankau to approve a $100 sponsorship for the Community Support System Josh Woods Memorial Golf Outing. Roll call was 5 yes and 0 no.

The Board discussed the annual appropriations ordinance and Clerk Gipson was going to work with the Village Attorney to draft the ordinance for review.

At 7:43 p.m. a motion was made by Trustee P. Hartke; seconded by Trustee B. Lane to go into Closed Executive Session to discuss personnel matters pursuant to 5 ILCS 120 Section 2(c) (1) and to review Closed Session Minutes pursuant to 5 ILCS 120 Section 2(c) (21). Roll call was 5 yes and 0 no.

At 8:10 p.m. the Board returned from Closed Executive Session and back to Open Session. President Hardiek and Trustees Carrie Galbraith; Derick Stumeier; Sean Pankau; Bill Lane and Pam Hartke were present. Trustee Chad White was absent. With five Trustees and President Hardiek in attendance, a quorum was declared to be present. Also at the meeting was Clerk Brittny Gipson.

A motion was made by Trustee P. Hartke; seconded by Trustee C. Galbraith to release the Closed Session Minutes from the April 18, 2022 meeting. Roll call was 5 yes and 0 no.

At 8:25 p.m. motion was made by Trustee S. Pankau; seconded by Trustee C. Galbraith to adjourn the meeting. Roll call was 5 yes and 0 no.
