City of Noble City Council met April 25

City of Noble City Council met April 25.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Jana Baker. Remote Carl Klingler. Guest Mike Bridges and Brittany Bass

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve April 11, 2022 minutes. Seconded by Paul Summers. All voting Aye.

Brittany Bass the Director of the Olney Public Library was present to discuss a Book Barn project and ask for permission to place a book barn on Village property. The Olney Public Library will pay for all expenses and be liable. This will provide books for adults and all ages of kids. Motion made by Janet Pflaum to place a Book Barn on the Village Hall building. Seconded by Jana Baker. All voting Aye.

Mike Bridges presented an Estimate of Maintenance Costs and Resolution for Maintenance at a total estimated maintenance of $53,742.25 (MFT funds $38,899.29 & RBI funds $14,842.96) which would oil and chip several north and south streets (map attached). Mayor Kessler asked about a culvert on Ida St. which was not included on the paperwork presented. Trustee Ulm thought the culvert could be separate. MFT funds were discussed and currently are short, approximately $11,983.00 to do everything on the estimate presented. Trustee Ulm mentioned in the past General Funds have been used. Motion made by Jana Baker to approve the Resolution presented along with the Estimate of Maintenance Cost of $53,742.25. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.

Turn in projects for new fiscal year budgeting.

Cleanup in the village is scheduled for April 27. A garbage truck will be in Noble on Tuesday to get a start on cleanup.

MayFest (Car Show) will be held on May 7 in the Noble Park. (Noble Ave will be closed)

Village Water Quality Report will be available at the Village Hall &/or a direct link will be provided on the May water bills and the Village website.

Noble Village wide garage sale scheduled for May 21.

Hydrants were flushed with no issues.

Village will be receiving American Rescue Plan funds ($96,000.00) from County that are to be used for replacing the park restrooms. Estimate for park restrooms was $153,000.00. Mayor Kessler is checking into the Carrie Winter’s grant which at a maximum would be $20,000.00. Kenny Michels came into the Village Hall and inquired about the restroom project. Mayor Kessler said the Village has until 2024 to spend the money.

Mayor Kessler said the funds would not be able to be used on the electrical work needed in the park for the Freedom Festival. He said Don Carlyle thought this year would not be a problem for the vendors as they have other means for electrical use.

Mayor Kessler informed the Trustees that a Dollar General Store will be coming to the Village of Noble (in the South area of Noble limits). The build should be complete within approximately 12-18 months if not sooner. Zoning and taxes were mentioned.

Railroad crossing on IL 250 will be closed on May 16 for repairs.

Trustee Klingler asked about Village employee Leroy Stallard getting his water and sewer license and was informed by Mayor Kessler that the schooling has been checked into. Board was informed that Leroy has his license for mosquito spraying and that Bill Manuel was sick the day of testing, so he will be taking the test online. Trustee Baker said until Bill gets a valid license he should not be spraying.

Motion made by Carol O’Dell to pay bills. Seconded by Paul Summers. All voting Aye.

Motion made by Janet Pflaum to adjourn the meeting at 7:42 p.m. Seconded by Carol O’Dell. All voting Aye.

Meeting adjourned until May 9, 2022, at 7:00 p.m. at the Noble Village Hall.
