City of Noble City Council met May 9.

Here are the minutes provided by the council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Karen Totten, Gary Ulm, Janet Pflaum, Carol O’Dell and Jana Baker. Absent Paul Summers and Carl Klingler. Guest Bill Manuel.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve April 25, 2022, minutes. Seconded by Janet Pflaum. All voting Aye.

Treasurer Report and Cash in Bank as of end of April was presented. Trustee Baker inquired about outstanding checks. Treasurer Totten will check into. Motion made by Jana Baker to accept the Treasurer Report as presented. Seconded by Carol O’Dell. All voting Aye.

The Village is sending out several letters for properties that are needing mowed. The letter states if property is not mowed within 5 days, the Village will either 1) mow and charge the resident/landowner or 2) commence legal action by having a citation issued. Trustee Ulm mentioned enforcing the citation for the mowing letters that are being sent out. Board discussed to not have the village employee mow but to have a citation issued for an ordinance violation.

Turn in projects for new fiscal year budgeting.

Noble Village wide garage sale scheduled for May 21.

The Noble Village Hall will be closed Monday, May 30 for Memorial Day. The Railroad crossing (IL 250) will be closed May 23 (changed from May16).

Mayor Kessler advised he had talked with Barry Bright, Village Attorney and was informed a Permanent Variance could be issued for the property where the Dollar General Store is going to be built. Steps will be taken for this closer to time of the build.

Bid letting opening is scheduled for June 1 at 10:00 a.m. at the Noble Village Hall for the oil and chip streets program.

Mayor Kessler mentioned holes behind the Noble Foods and requesting assistance to take care. This matter will be placed on the next agenda.

Motion made by Gary Ulm to retain Auditors - Kapper & Co.; Engineering – Charleston Engineering (Mike Bridges) and Attorney - Barry Bright for new fiscal year. Seconded by Carol O’Dell. All voting Aye.

Trustee Baker had received a verbal complaint from an individual about parking on West Park St. There are No Parking signs along that street. Trustee Baker was also asked about turning the old tennis court, currently a volleyball court into a parking lot. Bill Manuel mentioned possible regulations on how close to the water tower a structure, etc. could be but wasn’t sure of any guidelines. Matter will be placed on next agenda.

Mayor Kessler mentioned the park restroom project and would be going out for bids. Trustee Baker asked when the Village would be receiving the County ARP funds. Mayor Kessler will check into this. Board was told that the paperwork had been turned in for the Carrie Winter Trust.

Motion made by Jana Baker to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:40 p.m. Seconded by Jana Baker. All voting Aye.

Meeting adjourned until May 23, 2022, at 7:00 p.m. at the Noble Village Hall.
