City of Neoga Council met Feb. 14.

CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were Commissioners Helm, Hakman, Edwards, and Mayor Hartke. Others present were City Administrator / Clerk Evans, City Treasurer Diana Foor, Superintendent Shawn Durbin, Police Chief Andy Schabbing, Building Inspector Jeff Morrison, Dawn Schabbing, and Neoga News Editor Billie Chambers.
MINUTES
After reviewing the regular and executive session minutes from January 24, 2022, Commissioner Hakman made a motion to approve the minutes as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.
PUBLIC AFFAIRS, MAYOR HARTKE
EMPLOYEE RECOGNITION AWARD
Mayor Hartke informed the Council that Police Chief Andy Schabbing has been employed with the City for 10 years. Hartke thanked Schabbing for his loyal and conscientious service with the City of Neoga. Mayor Hartke presented Schabbing with a Certificate of Appreciation.
ORDINANCE 1032-02-22 An Ordinance to Amend Ordinance #515-12-87 Entitled “An Ordinance Fixing the Salaries of Employees of the City of Neoga”
After reviewing the ordinance, Commissioner Hakman made a motion to approve the ordinance as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.
RESOLUTION #03-02-22 A Resolution Authorizing Execution of Declaration of Covenants, Conditions, and Restrictions for Lots 1 through 4 of Walk Subdivision,
First Addition
After reviewing the resolution, Commissioner Hakman made a motion to accept the resolution as presented. Commissioner Edwards seconded the motion. Ayes, Commissioner Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 4-0.
NEOGA DAYS DONATION / SPONSOR
After a brief discussion, Commissioner Edwards made a motion to donate of $500 to Neoga Days. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 4-0.
FINANCE, COMMISSIONER GROVES
TREASURER’S REPORT
After reviewing the treasurer’s report, Mayor Hartke ordered that the treasurer’s report be filed in the City Clerk’s records.
PUBLIC PROPERTY, COMMISSIONER HAKMAN
Commissioner Hakman said he did not have anything to report but, he would like to start marketing the new subdivision soon.
STREETS AND ALLEYS, COMMISSIONER EDWARDS
Commissioner Edwards said he did not have anything to report.
HEALTH AND SAFETY, COMMISSIONER HELM
Commissioner Helm did not have anything to report.
DEPARTMENT HEAD REPORTS
• City Administrator did not have anything to report
• Superintendent Durbin said that the department was moving cabinets from the old wastewater treatment plant to the new one and installing new utility lines.
• Chief Schabbing told the Council they have removed old body cam footage to the cloud-based system which has freed up space on the server, and Officer Fuller is doing the same thing with evidence. Officer Moore will be taking Obi to K9 recertification next week and state certification in April.

There was no public comment.

Commissioner Edwards made a motion to adjourn the meeting at 7:19 p.m. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 4-0.
