City of Martinsville City Council met Jan. 26.

Here are the minutes provided by the council:

*The meeting was called to order by Mayor Davidson. Alderman Lovell led us in prayer. All in attendance recited the “Pledge of Allegiance.” Roll call was answered by the following council members and elected officials: Chris Davidson, Chris Perry, John Skinner, and Troy Propst. Preston Rukes and Melinda Lovell were absent. Also, in attendance were Mayor Herman Davidson, Clerk Jana Akers, Treasurer Terri Connelly, and Attorney Richard Bernardoni. Employees and citizens in attendance are attached to the back of the minutes.

PUBLIC COMMENTS:

Todd Shaffner talked about the 2021 report of what all services the Gas Department offered

-Motion by M Lovell 2nd by C Davidson for approval of January 12th Minutes –correction was made to minutes that Attorney Bernardoni was absent.

Upon roll call vote all alderman present voted for the motion (6)

-Motion by C Davidson 2nd by P Rukes for approval of Estimate on South water tower #2 to Maquire Iron Inc in the amount of $34,510

Upon roll call vote all alderman present voted for the motion (6)

-Motion by C Davidson 2nd by P Rukes on approval of Summer Recreation Board Members Upon roll call vote all alderman present voted for the motion (6)

-Motion by C Davidson 2nd by P Rukes on approval of retirement letter from Terry Gard effective March 4, 2022 Upon roll call vote all alderman present voted for the motion (6)

-Motion by J Skinner 2nd by C Davidson on appointment of Todd Shaffner as Gas Superintendent effective March 4, 2022

Upon roll call vote all alderman present voted for the motion (6)

-Motion by C Davidson 2nd by C Perry on Resolution R-2022-1 appointing Todd Shaffner as IEPA representative for the City of Martinsville

Upon roll call vote all alderman present voted for the motion (6)

-Motion by M Lovell 2nd by C Perry to appoint Todd Shaffner as safety officer effective 3/4/2022 Upon roll call vote all alderman present voted for the motion (6)

-Motion by J Skinner 2nd by T Prost on approval of light bar purchase in the amount of $1,600 for the police vehicle Upon roll call vote all alderman present voted for the motion (6)

Tabled until next meeting:

- Maintenance agreement from Altorfer Cat

- Shelter for police vehicles

- Uniform contract for employees

- Street lights

- MOGA

-Motion by C Davidson 2nd P Rukes to go into Executive Session at 7:53 pm

Upon roll call vote all alderman present voted for the motion (6)

-Motion by C Davidson 2nd by M Lovell to come out of Executive Session at 8:35 pm

Upon roll call vote all alderman present voted for the motion (6)

-Motion by C Davidson 2nd by C Perry to adjourn meeting at 8:36 pm

Council Comments:

Mayor Davidson:

-Grant in the amount of $5000 to maintain parks

-bring ordinances books so they can be updated

-asked council about to think about sick days for pandemics

-possibly getting a new grant writer

C Davidson:

-Truck still setting on Washington Street

-Thanked Terry Gard for his 30 years of service

-Rick Connelly called talking about Wallace Bros no longer part of animal remains, asked about going with a different company

-Mentioned the Linn Grant coming up-asked council to think about what they wanted

P Rukes:

-wind shade on slide at park is trashed

Attorney Bernardoni:

-talked about dispensary info, said the revenue is unrestricted on that
