Arcola City Council met Dec. 6.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Due to COVID 19 the meeting was held at the Arcola Center. Members present were Alderpersons Foran, Hensley, Smith, Garza, Becerra and Budd. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE

Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF NOVEMBER 15, 2021 COUNCIL MEETINGS MINUTES

Alderman Hensley moved to approve the November 15, 2021 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF NOVEMBER 13, 2021 THROUGH DECEMBER 03, 2021 BILLS

Alderman Foran moved to approve the November 13, 2021 – December 03, 2021 bills as presented and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR NOVEMBER 2021

Alderman Becerra moved to approve the Treasurer’s report for November 2021 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE NOVEMBER ZONING OFFICER’S REPORT

The Zoning Officer reported 2 permits issued in the month of November with valuation of $55,500 and fees totaling $222.00 collected. One variance/special use permit application was given with no fee collected. Alderman Foran moved to approve the November Zoning Officer’s report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

REPORT FROM THE PLANNING COMMISSION

The Plan Commission met November 29th reviewed and recommended the council approve a request from The Arcola Fire Protection District to rezone property located at 117 – 125 S. Walnut from R4 to B1. Alderman Smith moved to accept the recommendation of the Plan Commission and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 21-S-18, AN ORDINANCE ESTABLISHING THE ANNUAL LEVY

Alderman Foran moved to approve Ordinance No. 21-S-18 an ordinance establishing the annual levy in amount of $292,000. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 21-2-19, AN ORDINANCE APPROVING A TIF REDEVELOPMENT AGREEMENT WITH ALLAN SHONK – (20% REBATE 119 E MAIN)

Alderman Foran moved to approve Ordinance No. 21-S-19 and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 21-S-20, AN ORDINANCE APPROVING A TIF REDEVELOPMENT AGREEMENT WITH DALE & BONNIE YODER – (STOREFRONT REBATE 117 E MAIN) 

Alderman Hensley moved to approve Ordinance No. 21-S-20 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 21-R-6, RESOLUTION OF SUPPORT FOR COMMUNITY DEVELOPMENT BLOCK GRANT (LIBMAN TRUCK ROUTE PROJECT)

Alderman Foran moved to approve Resolution No. 21-R-6 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION NO. 21-R-7, A RESOLUTION ENTERING INTO A TECHNICAL ASSISTANCE SERVICES AGREEMENT WITH COLES COUNTY REGIONAL PLANNING & DEVELOPMENT COMMISSION

Alderman Budd moved to approve Resolution No. 21-R-7 and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE INTERGOVERNMENTAL USE AGREEMENT WITH THE ARCOLA SCHOOL DISTRICT

Alderman Hensley moved to approve Intergovernmental Use Agreement with the Arcola School District and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ABATEMENT OF TAXES FOR GENERAL OBLIGATION BONDS – 2012 SERIES ($153,750)

Alderman Becerra moved to approve Abatement of Taxes for General Obligation Bonds – 2012 Series in amount of $153,750. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ABATEMENT OF TAXES FOR GENERAL OBLIGATION BONDS SERIES 2021 ($116,410)

Alderman Garza moved to approve Abatement of Taxes for General Obligation Bonds Series 2021 in amount of $116,410. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE BONUS FOR FULL AND PART-TIME EMPLOYEES

Alderman Foran moved to approve bonus for full and part-time employees. Net $200 for full-time, net $100 for part-time over 249 hours and $50 for part-time employees over 50 hours but less than 249. Alderman Becerra seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING POLICE OFFICER

Alderman Smith moved to approve hiring Ryan Decker as police officer starting at $20.50 until he completes the academy then $21.00 an hour.

Alderman Hensley Had nothing at this time.

Alderman Smith Reported the Police, Ordinance and Enforcement Committee is meeting following this meeting.

Alderman Garza Had nothing at this time.

Alderman Budd Had nothing at this time.

As this concluded the business of the meeting, Alderman Foran moved to adjourn and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.
