City of Altamont City Council met Nov. 22.

The Council of the City of Altamont met in regular session at 6:00 pm, in the Council Room of the Municipal Building. The following members were present: Mayor Jason Rippetoe; Commissioner Dan Milleville; Commissioner Todd Slingerland; Commissioner Tayler Polk; Also present – Mike Warren, Altamont News; Charles Mills, Effingham Daily News; Michael Tappendorf, Milano & Grunloh Engineers and Sarah Stephen, City Clerk. Commissioner Mike Walker was absent.
The Omnibus Vote Agenda comprised of prior meeting minutes and payment of bills, was approved on a motion by Commissioner Slingerland and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. (Attachment 1)
Council approved Ordinance 719-21 Amending Chapter 3 of Revised Code of Ordinances Regarding Animal Control. Commissioner Slingerland motioned for approval. Commissioner Polk seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. Ordinance regulates the keeping of animals other than dogs and cats and animals running at large.
Council approved Ordinance 720-21 Amending FYE 2022 Appropriation. Commissioner Slingerland motioned for approval. Commissioner Milleville seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
The Estimated Tax Levy was announced totaling $256,500.
Council Approved Use of Gilbert Park Parking Area for Visitors of Immanuel Lutheran Youth Live Nativity. Commissioner Polk motioned for approval. Commissioner Slingerland seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
Council Approved Ordinance 721-21 Amending Zoning Code Regarding Definition of Shouse. Commissioner Slingerland motioned for approval. Commissioner Polk seconded. Members voted as follows: Commissioner Milleville, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes. Ordinance provides Shouse as a special use in SR-2 district.
Commissioner Slingerland reported fiber optic installers are back in the area. A bid opening is planned for December 22nd for installation of south sewer force main and water department raw pumps.
Commissioner Milleville reported mole count now stands at 11 having been caught at Gilbert Park. Grass seed has established a good start on Diamond D.
Commissioner Polk reported tree planting is complete and leaf pickup has begun.
Mayor Rippetoe provided possible street names for the new South Point Subdivision. The names were submitted by Altamont students from various grades. Names will be finalized at the next meeting.
Clerk Stephen provided copies of a Resolution granted by Representative Wilhour in recognition of the City Sesquicentennial. Quotes have been received for health insurance renewal resulting in a potential 28.2% increase. Additional companies are being reviewed for cost savings.
The meeting was adjourned on a motion by Commissioner Slingerland and seconded by Commissioner Milleville. Members voted as follows: Commissioner Milleville, yes; Commissioner Slingerland, yes; Commissioner Polk, yes; Mayor Rippetoe, yes.
