Arcola City Council met Nov. 15.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Due to COVID 19 the meeting was held at the Arcola Center. Members present were Alderpersons Budd, Foran, Hensley, Smith, Garza and Becerra. City Administrator Wagoner and Treasurer Anderson were also present. Attorney Bequette was not present.

PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF NOVEMBER 01, 2021 COUNCIL MEETING MINUTES Alderman Foran moved to approve the November 01, 2021 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF OCTOBER 30, 2021 THROUGH NOVEMBER 12, 2021 BILLS Alderman Hensley moved to approve the October 30, 2021 – November 12, 2021 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met November 10, 2021 reviewed and recommended the council approve a request from Dale and Bonnie Yoder of Yoder’s Homestead for a Storefront Rebate (50% up to $20,000) for exterior upgrades to the building located at 117 E. Main St. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

The TIF Advisory Committee reviewed and recommended the council approve a request from Allan Shonk of Studio 413, leaseholder at 119 E. Main for a 20% rebate, up to $25,000, for interior upgrades to the location for his screen printing shop and storefront. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE THE HIRE OF A PART-TIME WATER BILLING CLERK Alderman Foran moved to approve hiring Hannah Myers as part-time water billing clerk at $16.00 an hour. Alderman Garza seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE MEETINGS

Alderman Budd Had nothing at this time.

Alderman Foran Reported the Park, Street & Alley Committee met prior to this meeting and received an update from Mike Buzicky of MSA on the park grant. Also had a discussion of memorandum of understanding with Arcola CUSD on the baseball and softball fields. Supt. Mulligan, school board members Crane, Stout, Shonkwiler and Coach Phillips were in attendance.

Alderman Hensley Had nothing at this time.

Alderman Smith Had nothing at this time.

Alderman Garza Had nothing at this time.

Aldeman Becerra Reported that on November 08, 2021 the Employee Relations met with and interviewed Hannah Myers for the water billing clerk position.

As this concluded the business of the meeting, Alderman Budd moved to adjourn and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

Adjourned at 7:06 p.m.
