Arcola City Council met Oct. 26.
Here are the minutes provided by the council:
Clerk Turner called the meeting to order at 7:00 p.m. Do to COVID 19 the meeting was held at the Arcola Center. She requested a nomination for Mayor Pro Tem. Alderman Budd made a motion to appoint Alderman Smith as Mayor Pro Tem and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
Members present were Alderpersons Garza, Becerra, Budd, Hensley and Smith. Alderman Foran and Attorney Bequette were not present.
PLEDGE OF ALLEGIANCE Alderman Garza led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT Wilmer Otto stated he is dismayed over a bar coming to business district. When he restored building flower shop is now in he had a bar owner inquire about putting a bar there. Wilmer stated he checked with city and was told there was something in place preventing a bar on Main Street in the business district. Feels that was a good concept. Not too late to do zoning regulations to say how a bar is to be operated and regulate signage and hours. Feels we need to move quickly so present owner of building has fair notion of what is coming in order to have business there. Has heard from 2 businesses that if bar opens they are gone.
APPROVAL OF OCTOBER 04, 2021 COUNCIL MEETING MINUTES Alderman Garza moved to approve the October 04, 2021 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
APPROVAL OF OCTOBER 02, 2021 THROUGH OCTOBER 15, 2021 BILLS Alderman Becerra moved to approve the October 02, 2021 – October 15, 2021 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met October 13th reviewed and recommended the council approve request from Juan Martinez and Jose Cantu for a storefront grant for property located at 119-125 E. Main for exterior upgrades to the property. Alderman Hensley moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE IMLRMA INSURANCE RENEWAL Alderman Hensley moved to approve IMLRMA insurance renewal in amount of $49,294.61. This amount includes a 1% discount if paid by November 19th. Alderman Becerra seconded the motion. Roll call vote. All ayes. Motion carried.
COMMITTEE REPORTS
Alderman Garza Reported the Health, Sanitation, Trash & Recycling/Municipal Building & Grounds Committee met prior to and following this meeting and discussed the electronics recycling and clean up event and had discussion on Metropolitan Block.
Alderman Becerra Had nothing at this time.
Alderman Budd Had nothing at this time.
Alderman Hensley Reported the Building & Grounds Committee met prior to this meeting and listened to audit report from Gilbert, Metzger & Madigan, discussed renewal of insurance with IMLRMA and consideration of tax levy.
Alderman Smith Had nothing at this time.
As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Garza. Roll call vote, all ayes. Motion carried.
