Arcola City Council met Sept. 7.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Hensley, Smith, Garza, Becerra and Budd. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF AUGUST 16, 2021 COUNCIL MEETING MINUTES Alderman Hensley moved to approve the August 16, 2021 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF AUGUST 14, 2021 THROUGH SEPTEMBER 03, 2021 BILLS Alderman Smith moved to approve the August 14, 2021 – September 03, 2021 bills as presented and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR AUGUST 2021 Alderman Foran moved to approve the Treasurer’s report for August 2021 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE AUGUST ZONING OFFICER’S REPORT The Zoning Officer reported 1 permit issued in the month of August with valuation of $2,100 and a fee in amount of $25 was collected. Alderman Foran moved to approve the August Zoning Officer’s report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

REPORT FROM THE ZONING BOARD OF APPEALS The Zoning Board of Appeals met August 16th reviewed and recommended the council approve a request from Doemelt Living Trust to construct an addition with nonconforming side setback at property located at 299 Egyptian Trail Road. Alderman Smith moved to accept the recommendation of the Zoning Board of Appeals and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE TIF ORDINANCE NO. 21-S-13, TIF STOREFRONT REDEVELOPMENT AGREEMENT WITH WILMER OTTO –120 – 122 E. MAIN Alderman Foran moved to approve TIF Ordinance No. 21-S-13 and was seconded by Alderman Becerra. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 21-S-14, AN ORDINANCE ESTABLISHING AND DESIGNATING THE DOWNTOWN AND I-57 BUSINESS DISTRIST AND APPROVING THE DOWNTOWN AND I-57 BUSINESS DISTRICT PLAN WITHIN THE CITY OF ARCOLA, ILLINOIS Alderman Hensley moved to approve Ordinance No. 21-S-14 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 21-S-15, AN ORDINANCE ESTABLISHING AND IMPOSING CERTAIN BUSINESS DISTRICT TAXES IN THE CITY OF ARCOLA DOWNTOWN AND I-57 BUSINESS DISTRICT Alderman Smith moved to approve Ordinance No. 21-S-15 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE HIRING A PART-TIME POLICE OFFICER TAD FREEZELAND Alderman Smith moved to approve hiring Tad Freezeland as a part-time police officer at $21 an hour. Alderman Budd moved to approve hiring Tad Freezeland as a part-time officer and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Foran Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderman Smith Inquired about reinstating remote meetings or meeting at the Arcola Center since the COVID positive rate is increasing in Douglas County.

Alderman Garza Had nothing at this time.

Alderman Becerra Had nothing at this time.

Alderman Budd Had nothing at this time.

As this concluded the business of the meeting Alderman Hensley moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Adjourned at 7:13 p.m.
