City of Olney City Council Met Aug. 2.

Here is the minutes provided by the council:

AGENDA #1 “CALL TO ORDER” The special meeting of the Olney City Council was called to order at 10:00 a.m. in the Council Chambers of the Olney City Hall located at 300 S. Whittle Avenue, Olney, Illinois, with Mayor Mark Lambird presiding.

AGENDA #2 “PLEDGE OF ALLEGIANCE TO THE FLAG-PRAYER” Council members and attendees joined in the pledge of allegiance to the flag. Mayor Lambird led the group in prayer.

AGENDA #3 “ROLL CALL” The following Council members were present: Greg Eyer, Morgan Fehrenbacher, John McLaughlin and Mark Lambird. Belinda Henton was absent. Also present were City Manager Allen Barker, City Clerk Kelsie Sterchi, City Treasurer Jane Guinn, and City Engineer Mike Bridges.

AGENDA #4 “PUBLIC HEARING: COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT FOR RELINING OF SANITARY SEWER LINES” Lora Smith from the Greater Wabash Regional Planning Commission was present to conduct the public hearing and help answer any questions. The purpose of the public hearing was to solicit input regarding the City’s intent to submit a Public Facilities Construction grant request under the Community Development Assistance Program of the Illinois Department of Commerce and Economic Development.

Ms. Smith explained the program, noting that the State’s federal CDBG allocation for 2021 was tentatively $30,587,443.00. The different program components and the total funding levels for each were: $18,000,000.00 for Public Infrastructure, $7,000,000.00 for Housing Rehabilitation, $3,000,000.00 for Economic Development, $1,669,820.00 for Disaster Response, HELP (Help Eliminate Lead)-ongoing no new funding, and 3% of the allocation plus $100,000.00 can be used for administration and technical assistance for the State-administered program.

The Public Facilities Construction has a grant ceiling for all projects of $550,000.00 per project, including allowable Activity Delivery costs up to $30,000.00 for all projects. The objective of these program components would be to fund public infrastructure projects with priority given to projects involving water and sanitary systems, or storm sewer upgrades. The intent of the Community Development Assistance Program was to benefit low-and-moderate income persons, aid in the prevention or elimination of slums or blight, or meet other community development needs that would pose a serious and immediate threat to the health and welfare of the community. The objectives of the program included: strengthened community economic development through the creation of jobs, improvement of infrastructure, and elimination of conditions which would be detrimental to health, safety and public welfare, and conservation and expansion of the State’s housing stock in order to provide decent homes and suitable living environments to persons of low-to-moderate income and the developmentally disabled.

The City’s proposed project would consist of relining approximately 14,000 feet of sanitary sewer in the City of Olney.

The total amount of CDBG funds to be requested would be $550,000.00. The City would be expending $582,151.00 from City Sewer Funds on this project. The amount of CDBG funds proposed to be used for activities that would benefit low-to-moderate income persons was $301,070.00. The project would benefit 3,427 households, and the project would also benefit 54.74% of low-to-moderate income persons.

The City of Olney did not propose to displace any persons, nor low-to-moderate income dwellings, as a result of this project. A Council Resolution of Support would need to be passed, as would a local government certification page detailing compliance with a number of other programs. A copy of the application package, including all resolutions and authorizations, would be maintained on file at the Olney City Hall, 300 S. Whittle Avenue, for public inspection. Records of all CDBG grants awarded to the City of Olney would be available for public inspection at the office of Greater Wabash Regional Planning Commission, 10 W. Main Street, Albion, Illinois, Monday through Thursday, from 8:00 a.m. until 4:00 p.m.

Questions and comments were solicited from attendees, with all in favor of proceeding with the project. The attendees also discussed community development and housing needs within the City of Olney and the surrounding area. Those topics discussed were: housing rehabilitation, the repaving of Main Street, waterline replacement, and storm sewer replacement.

There being no further discussion, the hearing ended at 10:05 a.m.

AGENDA #5 “PRESENTATION OF ORDINANCES, RESOLUTIONS, ETC.” 5-A “Resolution: Committing Local Funds to Sanitary Sewer Relining Project for Community Development Block Grant Application” Councilman McLaughlin moved to approve 2021-R-55, seconded by Councilwoman Fehrenbacher. A majority affirmative voice vote was received.

AGENDA #6 “PUBLIC COMMENTS & PRESENTATIONS” No one from the public wished to speak.

AGENDA #7 “CLOSED SESSION: SALE OR LEASE PRICE OF REAL PROPERTY AND ACQUISITION OF REAL PROPERTY” Councilwoman Fehrenbacher moved to adjourn to closed session to discuss sale or lease price of real property and acquisition of real property, seconded by Councilman McLaughlin. A majority affirmative voice vote was received.

The meeting adjourned to closed session at 10:06 a.m.

Councilman McLaughlin moved to enter back into open session, seconded by Councilwoman Fehrenbacher. A majority affirmative voice vote was received. Open session resumed at 10:27 a.m.

AGENDA #8 “ADJOURN” Councilwoman Fehrenbacher moved to adjourn, seconded by Councilman McLaughlin. A majority affirmative voice vote was received.

The meeting adjourned at 10:28 a.m.
