Arcola Community Unified School District 306 Board Met Feb. 10.

A regular meeting of the Board of Education of Arcola Community Unit District #306 Arcola, Illinois was called to order in the High School Library at 7:00 p.m. for the purpose of regular business.

President Strader called the meeting to order. The following members answered roll call: Crane, Stout, Shonkwiler, Arrol, and Strader. Board member Wesch arrived at 7:16 p.m.

Others present were: Jennifer Frichtl, Angie Gentry, Cathy Brimner, and Nick Lindsey. Tom Mulligan joined remotely.

President Strader recognized the visitors and asked for public comment. There was none.

There was one FOIA request from the Illinois Retired Teachers Association that Dr. Mulligan completed.

Motion by Stout, seconded by Shonkwiler, to approve the regular meeting and closed session minutes from January 13, 2021, the Special meeting minutes from January 25, 2021, and the Building Committee meeting minutes from January 25, 2021. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Motion by Crane, seconded by Shonkwiler, to approve the Special meeting and closed session minutes from February 3, 2021. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, abstained; Strader, aye. 4 ayes. 0 nays. 1 abstained. Motion carried.

Motion by Stout, seconded by Shonkwiler, to approve the Treasurer’s Report as of January 31, 2021 as submitted. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Motion by Shonkwiler, seconded by Crane, to approve the payment of bills as submitted in the amount of $179,496.81. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Motion by Stout, seconded by Shonkwiler, to approve the payment of payroll in the amount of $438,842.83. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Business:

Motion by Shonkwiler, seconded by Arrol, to approve the second reading of school board policies from the November 2020 PRESS Packet. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Motion by Shonkwiler, seconded by Crane, to approve the new Behavioral Intervention Procedures for Special Education Eligible Students as presented and recommended from the special education cooperative. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Motion by Shonkwiler, seconded by Stout, to approve the Short-Term Substitute Training Agreement to satisfy the new training requirements for short term substitutes. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Motion by Crane, seconded by Shonkwiler, to approve granting the High School Assistant Principal signature authority on the High School Activity Account. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Arrol, aye; Strader, aye. 5 ayes. 0 nays. Motion carried.

Administrative Team Reports

~~Mrs. Gentry, Principal, Arcola Elementary – Mrs. Gentry reported that the preschool compliance visit is this week. It is being done virtually due to COVID.

~~Mrs. Sigrist, Principal, and Nick Lindsey, Assistant Principal, Arcola Jr/Sr High – Mr. Lindsey told the Board that mandatory after school tutoring will begin next week from 2-3 p.m. each day for any students who have a grade below 66%.

~~Mrs. Brimner, Director of Special Services – Special Services continues to have students coming in and going out, but numbers overall are holding steady.

~~Dr. Mulligan, Superintendent – The IDPH released new guidelines regarding fans at sporting events. They decreased the number of feet fans must be from the court. However, Dr. Mulligan and Mr. Lindsey recommend that there are still no fans allowed in the JH gym because of the layout and spacing. Fans will still be allowed in the HS gym. Dr. Mulligan also brought up outside groups using school facilities. He was in agreement with the district attorney that the district hold off for now but revisit the idea in March.

Motion by Wesch, seconded by Shonkwiler, to approve the employment of Mike Shaffer as Volunteer HS Boys Basketball Assistant Coach. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.

Motion by Shonkwiler, seconded by Stout, to approve the acceptance of the letter of intent to retire from Leah Schodlatz as Jr/Sr High Special Education Teacher. Roll call vote: Crane, aye; Stout, aye; Shonkwiler, aye; Wesch, aye; Arrol, aye; Strader, aye. 6 ayes. 0 nays. Motion carried.
