City of Arcola City Council met Nov. 16.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Budd, Foran, Smith and Hensley. Alderpersons Huckstep and Ferguson were not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF NOVEMBER 02, 2020 COUNCIL MEETING MINUTES Alderman Hensley moved to approve the November 02, 2020 council meeting minutes as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF OCTOBER 31, 2020 THROUGH NOVEMBER 13, 2020 BILLS Alderman Smith moved to approve the October 31, 2020 – November 13, 2020 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-Z-4, AN ORDINANCE GRANTING A VARIANCE TO 205 N. CHESTNUT Alderman Foran moved to approve Ordinance No. 20-Z-4 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ABATEMENT OF TAXES FOR GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCES) SERIES 2012 BONDS TOTALING $158,250 Alderman Smith moved to approve Abatement of Taxes for General Obligation Bonds (Alternate Revenue Sources) Series 2012 Bonds totaling $158,250. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-S-12, AN ORDINANCE ESTABLISHING THE ANNUAL LEVY Alderman Budd moved to approve Ordinance No. 20-S-12, ordinance establishing the annual levy in amount of $290,000. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CHANGE ORDER NO. 1, ARCOLA AVENUE SIDEWALK IMPROVEMENT--$88.10 Alderman Foran moved to approve Change Order No. 1, Arcola Avenue sidewalk improvement in amount of $88.10. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAY REQUEST NO. 1 (FINAL), ARCOLA AVENUE SIDEWALK IMPROVEMENT -- $51,333.40 Alderman Budd moved to approve Pay Request No. 1 (Final), Arcola Avenue sidewalk improvement in amount of $51,333.40. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

EXECUTIVE SESSION (5 ILCS 120/2C) Alderman Foran moved to go into Executive Session to discuss pending litigation, real estate acquisition and executive session minutes. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

EXECUTIVE SESSION AT 7:06 P.M.

REGULAR SESSION AT 7:27 P.M.

CONSIDER AND APPROVE RESOLUTION NO. 20-R-12, A RESOLUTION CONCERNING THE REVIEW AND RELEASE OF EXECUTIVE SESSION MINUTES AND THE DESTRUCTION OF EXECUTIVE SESSION AUDIO RECORDINGS Alderman Smith moved to approve Resolution No. 20-R-12 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

EMPORIUM BLOCK STATUS UPDATE Attorney Bequette reported that he has received title work on both properties and he is in talks with attorneys for both properties asking for closing dates. It is possible the city will take possession of Thieman property this week and hopeful that when city meets for next council meeting the city will own entire block.

COMMITTEE REPORTS

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderman Smith Reported the Employee Relations Committee met prior to this meeting and discussed amending

Employee Handbook , giving gift cards in lieu of holiday party, performance bonus for eligible employees and wage adjustments for full and part time employees.

Alderman Hensley Had nothing at this time.

As this concluded the business of the meeting, Alderman Foran moved to adjourn and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
