City of Arcola City Council met Nov. 2.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Budd, Huckstep, Smith and Hensley. Alderpersons Ferguson and Foran were not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF OCTOBER 19, 2020 COUNCIL MEETING MINUTES Alderman Smith moved to approve the October 19, 2020 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF OCTOBER 17, 2020 THROUGH OCTOBER 30, 2020 BILLS

Alderwoman Huckstep moved to approve the October 17, 2020 – October 30, 2020 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR OCTOBER 2020

Alderwoman Huckstep moved to approve the Treasurer’s report for October 2020 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE OCTOBER ZONING OFFICER’S REPORT The Zoning Officer reported 1 permit issued in the month of October with valuation of $7,200 and a fee in amount of $25 collected. One Special Use Permit/Variance application was received with a fee in amount of $45 collected. Alderwoman Huckstep moved to approve the October Zoning Officer’s report as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

REPORT FROM THE ZONING BOARD OF APPEALS The Zoning Board of Appeals met October 19th, reviewed and recommended the council approve a request from Eric and Kelly Headrick, for a variance to construct addition on a building with non/conforming rear setback. Alderman Hensley moved to accept the recommendation of the Zoning Board of Appeals and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE DESIGNATING AN HONORARY STREET FOR HAROLD GOOD Alderman Smith moved to designate the block of Oak Street between Main and Jefferson an honorary street for Harold Good. Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SETTING THE TAX LEVY FOR THE NEXT FISCAL YEAR Alderwoman Huckstep moved to approve setting the Tax Levy for the next fiscal year in amount of $290,000. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS Alderman Budd

Had nothing at this time.

Reported the Budget & Finance Committee met prior to this meeting and discussed request from Wilmer Otto for reimbursement for expenses. Advised Wilmer to submit TIF application for these. Also discussed the Tax Levy and holiday party alternatives. Discussed giving gift cards amounting to total normally spent on parties.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
