City of Arcola City Council met Sept. 21.
Here is the minutes provided by the council:
Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Huckstep, Smith, Hensley, Budd and Foran. Alderwoman Ferguson was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.
PLEDGE OF ALLEGIANCE Alderwoman Huckstep led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT Bill Blackwell stated he saw the plans that city displayed. Feels we had the chance to help somebody take this building and put it in a safe status. This person has lived here his lifetime and payed taxes into Arcola taxing district for 50 years He could do this for less money than what we are going to spend. Would like to know who the person is that is coming up with money to build this. Hopes we haven’t passed up the chance to have someone that has a very proven track record of saving buildings. They are much better than they would be if Wilmer had not taken them over and done them. The hotel being one. It was condemned.
The city gave Wilmer a little bit of money and, along with a State grant it is still standing.
Would still like to see the City help Wilmer rehabilitate it. Would much rather see the demolish cost of approximately $255,000 go to Wilmer Otto to rehabilitate the Metropolitan building. Would rather see his tax dollars go to Wilmer Otto.
APPROVAL OF SEPTEMBER 08, 2020 COUNCIL MEETING MINUTES
Alderman Foran moved to approve the September 08, 2020 council meeting minutes as presented and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
APPROVAL OF SEPTEMBER 05, 2020 THROUGH SEPTEMBER 18, 2020 BILLS Alderwoman Huckstep moved to approve the September 05, 2020 – September 18, 2020 bills as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE TRICK OR TREAT HOURS Alderwoman Huckstep moved to approve Trick or Treat hours to be October 31st. from the hours of 6:00 – 8:00 p.m. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE REQUEST FOR DRIVE THROUGH TRICK OR TREAT AT THE OAK STREET PAVILION Alderman Foran moved to approve request for Drive Through Trick or Treat at the Oak Street Pavilion on Fri. and Sat. October 30th and 31st. from 6:00 to 8:00 p.m. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.
VOTE ON FORMAL STATEMENT OF POSITION AS TO THE FUTURE OF THE METROPOLITAN BLOCK Alderman Foran moved to approve formal statement of position as to the future of the Metropolitan Block as read. Alderman Budd seconded the motion. Roll call vote, Huckstep, aye; Smith, nay; Hensley, aye; Budd, aye; Foran, aye. Motion carried.
EXECUTIVE SESSION (5 ILCS 120/2c) Tabled at this time.
CONSIDER AND APPROVE PURCHASE OF 201-203 EAST MAIN STREET AT A PRICE OF $95,000 AND AUTHORIZATION OF MAYOR OR CITY ADMINISTRATOR TO SIGN CONTRACT FOR PURCHASE AND CLOSING DOCUMENTS Alderwoman Huckstep moved to approve purchase of 201-203 East Main Street and authorization of Mayor or City Administrator to sign contract for purchase and closing documents. Alderman Foran seconded the motion. Roll call vote, Huckstep, aye; Smith, nay; Hensley, aye; Budd, aye; Foran, aye. Motion carried.

Alderman Foran thanked Gary and his guys for work put in at fireworks.
As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
