CONSENT AGENDA:

Items listed on the Consent Agenda are considered to be routine in nature and will be enacted by one motion. No separate discussion of these items will occur unless a Council Member requests the item to be removed from the Consent Agenda. If an item is removed from the Consent Agenda, it will be considered elsewhere on the agenda for this meeting. Prior to asking for a motion to approve the Consent Agenda, the Mayor will ask if anyone desires to remove an item from the Consent Agenda for public discussion.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would also ask you to state your name and address for the record as well as stand when speaking.

NEW BUSINESS

1. Motion – Adopt Council Decision Request 2020-2074: Approving the appointment of Officer Michael H. Bennett to regular employment status with successful completion of his probationary period effective October 14, 2020. (Gover)

2. Motion – Adopt Resolution No. 2020-3104: Pledging support of an ITEP Grant Application for Phase 2 of the Bike Trail Expansion Project; and authorizing the City’s $150,000 matching funds. (Cox) (10th Street to 16 th Street)

3. Motion – Adopt Resolution No. 2020-3105: Amending the times and giving notice to the Illinois Department of Transportation of the Celebrate Downtown parade to be sponsored by the City of Mattoon. (Hall)

4. Motion – Approve Council Decision Request 2020-2075: Authorizing the employment of Jade N. McDowell as an Administrative Assistant I with experience for the Mattoon Police Department effective October 19, 2020. (Gover)

5. Motion – Adopt Special Ordinance No. 2020-1752: Declaring personal property owned by the municipality surplus and authorizing the sale or disposal of the property. (Gover)

6. Motion – Adopt Special Ordinance No. 2020-1753: Approving the interest rate and terms for a $52,107.97 loan from the Revolving Loan Fund to Tina Prior of Vitality Skin Care Inc. to refinance the RLF loan at the Vitality Skin Care Facility located at 1630 Broadway Avenue, Mattoon, Illinois. 7.Motion - Adopt Special Ordinance No. 2020-1754: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and Upchurch Group Properties, L.L.C. reimbursing up to $46,950 from Mid-town TIF Revenues for the sole purpose of structural repairs and façade improvements to a building located at 123 North 15th Street; and authorizing the mayor to sign the grant agreement. 8. Motion – Adopt Special Ordinance No. 2020-1755: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and Todd and Kim Fuller reimbursing up to $40,692.50 from Mid-town TIF Revenues for the sole purpose of architectural plans, demolition, code compliance updates and façade improvements to a building located at 213 North 14th Street; and authorizing the mayor to sign the grant agreement. 9. Motion – Adopt Special Ordinance No. 2020-1756: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and Mike Kallis reimbursing up to $3,730.73 from Mid-town TIF Revenues for the sole purpose of structural repairs and façade improvements to a building located at 1609 Broadway Avenue; and authorizing the mayor to sign the grant agreement. 10. Motion – Adopt Special Ordinance No. 2020-1757: Approving a Memorandum of Understanding (MOU) between the City of Mattoon and the Mattoon Firefighters Association Local 691 concerning the employment of new probationary firefighters and related certification requirements contained in the current collective bargaining agreement. (Hall)

11. Motion – Adopt Resolution No. 2020-3106: Approving the continuance of a Local State of Emergency due to the virus (Coronavirus COVID-19). (Gover)
