Arcola City Council Met September 8

Meet

Arcola City Council met Sept. 8.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Huckstep, Smith, Hensley, Ferguson and Budd. City Administrator Wagoner and Attorney Bequette were also present. Treasurer Anderson was not present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Roberta Brennan of the Arcola Museum spoke on the plans the museum is trying to put in place for Halloween. They are assuming there will be no trunk or treat and are working on a drive-thru event. Donations would be appreciated but not required.

APPROVAL OF AUGUST 17, 2020 COUNCIL MEETING MINUTES Alderman Foran moved to approve the August 17, 2020 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF AUGUST 31, 2020 SPECIAL COUNCIL MEETING MINUTES Alderman Foran moved to approve the August 31, 2020 special council meeting minutes as presented and was seconded by Alderman Budd. Roll call vote, Foran, aye; Huckstep, aye; Smith, aye; Hensley, aye; Ferguson, abstain; Budd, aye. Motion carried.

APPROVAL OF AUGUST 15, 2020 THROUGH SEPTEMBER 04, 2020 BILLS Alderwoman Huckstep moved to approve the August 15, 2020 through September 04, 2020 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR AUGUST 2020 Alderwoman Huckstep moved to approve the Treasurer’s report for August 2020 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE AUGUST ZONING OFFICER’S REPORT The Zoning Officer reported 3 permits in the month of August with valuation of $2,304,600 and $9,230 in fees collected. Alderman Foran moved to approve the August Zoning Officer’s as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-S-10, TIF REDEVELOPMENT (20% REBATE) FOR BRITTANI KAUFFMAN – 128 E. MAIN Alderman Foran moved to approve Ordinance No. 20-S-10 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-S-11, AN ORDINANCE AUTHORIZING THE ADDITION OF CHAMPAIGN COUNTY AS A DESIGNATED UNIT OF GOVERNMENT AND RELATED BOUNDARY MODIFICATIONS TO THE AREA KNOWN AS THE DOUGLAS COUNTY ENTERPRISE ZONE Alderman Foran moved to approve Ordinance No. 20-S-11 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND AWARD BID FOR ARCOLA AVENUE SIDEWALK IMPROVEMENT (SCHOOL CROSSING) Alderman Foran moved to award bid for Arcola Avenue sidewalk to Fuller Wente Inc. in amount of $51,245.30. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDERATION OF RESTORING HOURS FOR OFFICE/CLERICAL STAFF Alderwoman Ferguson moved to restore hours for office/clerical staff to 40 hours per week. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE COLA FOR FULL-TIME EMPLOYEES Alderwoman Ferguson moved to approve a 2% COLA for full-time employees and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR OFFICER A. J. ROLEY (CERTIFICATION) Alderman Smith moved to approve a salary increase in amount of $.25 per hour for Officer A. J. Roley and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE AN INCREASE TO THE BASE RATE FOR PART- TIME OFFICERS Alderman Smith moved to approve an increase to the base rate for part-time officers to $18.50 per hour. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE REQUEST BY ARCOLA ROTARY TO PLACE A MEMORIAL BENCH AT THE HIPPIE MEMORIAL SITE Alderman Foran moved to approve request by Arcola Rotary to place memorial bench at the Hippie Memorial Site. Alderwoman Ferguson seconded the motion. Roll call vote, Foran, aye; Huckstep, aye; Smith, abstain; Hensley, aye; Ferguson, aye; Budd, aye. Motion carried.

EXECUTIVE SESSION (5 ILCS 120/2c) This has been tabled at this time. COMMITTEE REPORTS Alderman Foran Reported the Park, Street and Alley Committee met prior to this meeting and discussed the request for memorial bench at Hippie Memorial. Also discussed the Arcola avenue Sidewalk bid and possibly hiring a full-time employee next Spring. Also discussed signage on busy streets.

Reminded everyone of the fireworks this Saturday at Green Mill Village.

Alderman Smith

Reported the Police, Ordinance and Enforcement Committee met prior to this meeting and discussed the Roley certification.

Alderman Hensley

Had nothing at this time.

Alderwoman Ferguson

Had nothing at this time.

Alderman Budd

Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
