Village of Dieterich Village Board met Aug. 3.

Here is the minutes provided by the board:

The Dieterich Village Board met in regular session at 6:30 PM at the Dieterich Civic Center.

The meeting was called to order by President Brad Hardiek and the Pledge of Allegiance was recited.

The following Trustees were present: Bill Lane; Carrie Galbraith; Derick Stumeier; Sean Pankau; Mike French and Jeff White. With six Trustees and President Hardiek in attendance, a quorum was declared to be present. Also at the meeting were Clerk Brittny Gipson, Engineer Lee Beckman, Berdeena Leturno, Charles Leturno, Sherman Ashley, Brandie Johnson and Tony Johnson.

Charles and Berdeena Leturno addressed the Board regarding the recent rain event that flooded their property on July 19, 2020. They are tired of the Dieterich Creek flooding their property and home after large rain events. The water and subsequent mud and mold left behind under their home is worrisome. Another one of their biggest concerns was how the new storm inlet at the corner of Vine Street and Center Street has made the flooding in their yard worse. They think the elevation and position of the inlet is not where it should be. Engineer Beckman said he would look at the inlet to see what is going on. There should be some way to improve it.

Anthony and Brandie Johnson also addressed the Board about the July 19, 2020 Dieterich Creek flood event that flooded the home they own on E. Section Street. The railroad trestle improvements were discussed as they seem to have made the flooding worse by adding more obstructions to the creek channel. The Village will communicate their concerns to the railroad. Residents were also urged to contact the railroad. The Johnson’s also requested the creek channel south of the Village be cleared of debris. The Village does not own or have permission to complete any work to the creek channel south of town, but will work with the land owners to try and remove debris.

Sherman Ashley also addressed the Board with his concerns of how the creek flooding and railroad trestle improvements caused the water to come closer to his home more than ever in the past.

A motion was made by Trustee J. White; seconded by Trustee M. French to approve the Omnibus agenda: approve minutes of the July 20, 2020 regular meeting; approve the Treasurer’s Report; approve Expenditures and Receive and Acknowledge the IDOT Compliance Review for the 2019 Motor Fuel Tax Funds. Roll call was 6 yes and 0 no.

Engineer Lee Beckman reported the new Industrial Park East water and sewer infrastructure are complete. Ameren still needs to install their underground electric lines so the lift station can be wired. There were concerns from a nearby resident regarding the ditch where the new force main crossed and he is worried about erosion. The Board agreed that rip rap should be added to the ditch to prevent ditch erosion.

Engineer Beckman reported the Village applied for a grant through IDOT for TARP funds to build the Industrial Park East streets. The Village was awarded the grant and will receive approximately $100,000 towards street construction.

The Village is still working to drain the pond in order for it to dry out as much as possible before fall, so dirt work can begin when the crops are harvested.

Engineer Beckman reported the ITEP 2016 grant project bid opening was July 31st in Springfield. There was only one bidder for our ITEP 2016 project and that bid was $102,322 over the estimated cost. None of this extra expense would be grant eligible. The Board and Lee discussed the possibility of being more bidders and the bids being closer to the estimate if the project was re-bid in January 2021.

A motion was made by Trustee B. Lane; seconded by S. Pankau to re-bid the ITEP 2016 project in January 2021 for a spring 2021 start date. Roll call was 6 yes and 0 no.

A motion was made by Trustee M. French; seconded by Trustee B. Lane to approve Ordinance 1039-2020: Transfer of Real Estate (Cory Niebrugge – Lots 35 Hartke Subdivision). Roll call was 6 yes and 0 no.

A motion was made by Trustee D. Stumeier; seconded by Trustee S. Pankau to approve Ordinance 1040-2020: Authorizing Execution of Notice of Exercise of Possibility of Reverter (Illinois Affordable Housing, NFP – Lots 27, 62 and 65 North Pointe Subdivision). Roll call was 6 yes and 0 no.

At 8:50 PM a motion was made by Trustee M. French; seconded by Trustee D. Stumeier to adjourn the meeting. Roll call was 6 yes and 0 no.
