Arcola City Council met June 15.
Here is the minutes provided by the council:
Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Huckstep, Ferguson and Budd. Alderpersons Smith, Hensley and Foran were not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.
PLEDGE OF ALLEGIANCE Alderwoman Huckstep led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT Dave Yaw of Shae’s commented that he is having a very hard time finding help and he feels it would help if the council would consider changing ordinance allowing 18 – 21 year olds to be behind bar, with an employee of, at least, 21 years of age.
APPROVAL OF JUNE 01, 2020 COUNCIL MEETING MINUTES Alderwoman Ferguson moved to approve the June 01, 2020 council meeting minutes as presented and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
APPROVAL OF JUNE 08, 2020 SPECIAL COUNCIL MEETING MINUTES
Alderwoman Huckstep moved to approve the June 08, 2020 special council meeting minutes as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
APPROVAL OF MAY 30, 2020 THROUGH JUNE 12, 2020 BILLS Alderwoman Huckstep moved to approve the May 30, 2020 – June 12, 2020 bills as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
EXTENSION OF THE DECLARATION OF EMERGENCY – COVID 19
Alderwoman Ferguson moved to extend the Declaration of Emergency – COVID 19 to next regular council meeting. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE RESOLUTION NO. 20-R-8, RESOLUTION OF SUPPORT FOR PAUL HARSHBARGER, DBA MMS RENTALS AND PRODUCTIONS – DOWNSTATE SMALL BUSINESS STABILIZATION PROGRAM APPLICATION Alderwoman Huckstep moved to approve Resolution No. 20-R-8 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 20-S-4 ANNUAL APPROPRIATION ORDINANCE Alderwoman Huckstep moved to approve Ordinance No. 20-S-4 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 20-S-5 AN ORDINANCE ESTABLISHING PREVAILING WAGES Alderman Budd moved to approve Ordinance No. 20-S-5 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 20-S-6, AN ORDINANCE APPROVING THE 2020 AMENDMENT TO THE TAX INCREMENT REDEVELOPMENT PLAN AND PROJECT FOR REDEVELOPMENT PROJECT AREA NO. 6 Alderwoman Ferguson moved to approve Ordinance No. 20-S-6 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
EXECUTIVE SESSION (5 ILCS 120/2c) At 7:12 p.m. Alderwoman Huckstep moved to go into executive session to discuss pending litigation and possible land purchase. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.
REGULAR SESSION RESUMED AT 7:22 P.M. COMMITTEE REPORTS

Reported the Budget & Finance Committee met prior to this meeting and discussed the Appropriation Ordinance and the TIF 6 Budget Amendment.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
