City of Arcola City Council met May 18.

Here is the agenda provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Due to the COVID 19 pandemic, the meeting is virtual. Members present virtually are Huckstep, Smith, Hensley, Ferguson, Budd and Foran. City Administrator Wagoner was present in council chambers. Attorney Bequette and Treasurer Anderson were present virtually.

PLEDGE OF ALLEGIANCE 

The Pledge was not done.

PUBLIC COMMENT 

Public comments submitted were read aloud.

APPROVAL OF MAY 04, 2020 COUNCIL MEETING MINUTES 

Alderman Foran moved to approve the May 04, 2020 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF MAY 02, 2020 THROUGH MAY 15, 2020 BILLS 

Alderwoman Huckstep moved to approve the May 02, 2020 through May 15, 2020 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

EXTENSION OF THE DECLARATION OF EMERGENCY – COVID 19

Alderwoman Ferguson moved to extend the Declaration of Emergency – COVID 19 to next regular council meeting and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PAYMENT NO. 4 TO C & S – WATER MAIN REPLACEMENT PROJECT – FINAL PAYMENT 

Alderman Foran moved to approve payment No. 4 to C & S – water main replacement project in amount of $10,000. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

RATIFY ELECTRIC SUPPLY AGREEMENT WITH HOMEFIELD ELECTRIC – ELECTRIC SUPPLY FOR MUNICIPAL FACILITIES 

Alderman Foran moved to ratify electric supply agreement with Homefield Electric for electric supply for municipal facilities. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CANCELING THE FIREWORKS FOR JUNE 28 OR RESCHEDULING THE EVENT FOR SATURDAY, SEPTEMBER 12 

Alderman Budd moved to cancel the fireworks for June 28th and reschedule the event for Saturday, September 12th. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

DISCUSSION ON THE DOWNTOWN BUILDING – 213 E MAIN – REQUEST BY OTTO FOR THE CITY TO REINSTATE PROJECT FUNDING 

Mayor Ferguson stated Wilmer is wishing to hold off discussion to June 01st, when council should meet in chambers. Alderman Smith replied he is not opposed to this. He then read a prepared statement (see attached). Alderwoman Huckstep asked Andrew what took place at last court hearing. Andrew stated the court order is still to demolish building but it is difficult to argue this at same time her attorney is stating our council is voting on possible TIF funds to rebuild. Mayor Ferguson told council each of them needs to make decision.

EXECUTIVE SESSION 

(5 ILCS 120/Sc) Did not go into executive session.

CONSIDERATION OF ENACTING TEMPORARY EMPLOYMENT ACTIONS

Alderwoman Ferguson moved to enact temporary employment actions. Cutting administration staff to 35 hours weekly. Administrator Wagoner and Chief Freezeland can take furlough days if they wish. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Reported the Employee Relations

Committee discussed temporary employment actions.

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Mayor Ferguson reported that they have had

reopening. Stated he wrote letter to governor encouraging he look at downstate Illinois differently since we have fewer cases.

Mayor also stated we will have a temporary ambulance service.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

Adjourned at 7:40 p.m.
