City of Arcola City Council met May 4.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:16 p.m. Due to the COVID 19 pandemic, the meeting is virtual. Members present virtually are Ferguson, Budd, Foran, Huckstep and Hensley. Alderman Smith was not present. City Administrator Wagoner was present in council chambers. Attorney Bequette and Treasurer Anderson were present virtually.

PLEDGE OF ALLEGIANCE The pledge was not done.

PUBLIC COMMENT – SUBMITTED COMMENTS TO BE READ ALOUD A public comment was sent by Pat Monahan. See attached:

APPROVAL OF APRIL 20, 2020 COUNCIL MEETING MINUTES Alderman Foran moved to approve the April 20, 2020 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 18, 2020 THROUGH MAY 01, 2020 BILLS Alderwoman Huckstep moved to approve the April 18, 2020 – May 2, 2020 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR APRIL 2020 Alderman Foran moved to approve the Treasurer’s report for April 2020 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE APRIL ZONING OFFICER’S REPORT The Zoning Officer reported 3 permits issued in the month of April with valuation of $185,550 and fees in amount $265.40. Alderman Foran moved to approve the April Zoning Officer’s report as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

EXTENSION OF THE DECLARATION OF EMERGENCY – COVID 19 Alderwoman Ferguson moved to extend the Declaration of Emergency – COVID 19 to next regular council meeting and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE MAYORAL APPOINTMENTS The Mayor requested the appointments stay as is. Alderwoman Huckstep moved to approve the Mayor’s request and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

REPORT FROM JIM CRANE – MOTOR FUEL TAX ENGINEER Jim Crane reported the work this summer will mainly be rebuilding roads and patchwork. MFT funds used will be in amount of $88,100.

ADOPTION OF CONSULTING ENGINEER AGREEMENT ADOPTION OF MUNICIPAL ESTIMATE OF MAINTENANCE COSTS ADOPTION OF RESOLUTION OF MAINTENANCE Alderman Foran moved to adopt the Consulting Engineer Agreement, Municipal Estimate of Maintenance Costs and the Resolution of Maintenance. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION OF SUPPORT FOR S & L AUTO PARTS, INC. DOWNSTATE SMALL BUSINESS STABILIZATION PROGRAM APPLICATION Alderman Foran moved to approve Resolution No. 20-R-5 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE RESOLUTION OF SUPPORT FOR AIKMAN WILDLIFE ADVENTURE LLC DOWNSTATE SMALL BUSINESS STABILIZATION PROGRAM APPLICATION Alderman Foran moved to approve Resolution No. 20-R-6 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS There were none.

Mayor Ferguson stated that we have had a lot of rain and the pumps are doing what they can to get rid of water. Also stated the “no burn” order has been lifted but for citizens to please be mindful of neighbors if burning.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
