City of Arcola City Council met April 20.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Due to the COVID 19 pandemic, the meeting is virtual. Members present virtually are Alderpersons Budd, Foran, Huckstep, Smith, Hensley and Ferguson. City Administrator Wagoner is present at council chambers and Treasurer Anderson, Chief Freezeland and Attorney Bequette were present virtually.

PLEDGE OF ALLEGIANCE Alderman Budd led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT Public comments were sent by Pat Monahan and Dan Kreider. See attached:

APPROVAL OF APRIL 06, 2020 COUNCIL MEETING MINUTES Alderman Foran moved to approve the April 06, 2020 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF APRIL 04, 2020 THROUGH APRIL 17, 2020 BILLS Alderwoman Huckstep moved to approve the April 04, 2020 – April 17, 2020 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met April 20th reviewed and recommended the council deny a request from Wilmer Otto for a TIF grant of $150,000 for restoration of exterior of property located at 213 E. Main Street. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Budd. Roll call vote, Budd, aye; Foran, aye; Huckstep, abstain; Smith, nay; Hensley, aye; Ferguson, aye. Motion carried.

EXTENSION OF THE DECLARATION OF EMERGENCY – COVID 19

Alderman Smith moved to extend the Declaration of Emergency – COVID 19 to next regular council meeting. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE PROMOTION OF OFFICER SUDING WITH NEW K-9 AGREEMENT Alderman Smith moved to approve promotion of Officer Suding with new K-9 agreement. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement

Committee met prior to this meeting and discussed the nullification of existing K-9 Officer contract and the promotion of Officer Suding to Sergeant with new K-9 agreement.

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

Adjourned at 7:38 p.m.
