City of Neoga City Council met March 9.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were: Commissioners Helm, Hakman, Edwards, Groves, and Mayor Hartke. Others present were City Treasurer Diana Foor, Building Inspector Jeff Morrison, Chief of Police Andy Schabbing, Public Works Superintendent Shawn Durbin, Neoga School Superintendent Bill Fritcher, Economic Development Resources (EDR) Representative Daniel Schmidt, Randal Mendenhall, Chad Hoopingarner, Wes Chambers and Neoga News Editor Billie Chambers.

MINUTES 

After reviewing the regular session minutes from February 24, 2020, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Helm, Hakman, and Groves. Mayor Hartke abstained. Nays, none. Motion carried. 4-0.

ORDINANCE #959-03-20 

An Ordinance Fixing A Time and Place for a Public Hearing

Concerning the Neoga East Redevelopment Project Area Redevelopment Plan

Mayor Hartke noted that the meeting is scheduled for Monday, April 27, 2020 at the Municipal Building at 533 Chestnut Ave, Neoga, IL 62447 at 6:40 p.m. With little discussion, Commissioner Groves made a motion to accept the ordinance as presented, with a second by Commissioner Edwards. Ayes, Commissioner Edwards, Helm, Hakman, Groves and Mayor Hartke. Nays, none. Motion carried. 5-0.

ORDINANCE #960-03-20 

An Ordinance Creating the Joint Review Board for the Neoga

East Redevelopment Project Area and Setting Initial Meeting Time and Place

Mayor Hartke noted the meeting is scheduled for Thursday, March 26, 2020 at the Municipal Building at 533 Chestnut Ave, Neoga, IL 62447 at 1:30 p.m. With no discussion, Commissioner Hakman made a motion to accept the ordinance as presented, with a second by Commissioner Helm. Ayes, Commissioner Edwards, Helm, Hakman, Groves and Mayor Hartke. Nays, none. Motion carried. 5-0.

ORDINANCE #961-03-20

It was seconded by Commissioner Groves. Ayes, Commissioner Edwards, Helm, Hakman, Groves and Mayor Hartke. Nays, none. Motion carried. 5-0.

It was seconded by Commissioner Edwards. Ayes, Commissioner Edwards, Helm, Hakman, Groves and Mayor Hartke. Nays, none. Motion carried. 5-0.

Economic Development Resources (EDR) Representative Daniel Schmidt was here to answer any questions about the TIF ordinances. He noted that the meetings described in these ordinances are a requirement in the TIF process.

VOTAW-SWANK AMERICAN LEGION POST #458 TIF APPLICATION 

Mayor Hartke presented a TIF application from the Legion. They are asking for $72,300.37 to replace roofs, install new glass and doors, and for new signage. Commissioner Groves would like to see the construction estimates. Foor will email them to the council this week. No further action was taken, and it will be placed on the next agenda.

FINANCE, COMMISSIONER GROVES

TREASURER’S REPORT 

After a brief discussion, Mayor Hartke ordered that the treasurer’s report be filed in the City Clerk records.

REVIEW OF CITY LIABILITIES 

Treasurer Foor explained that she made the annual sewer loan payment. The balance after the payment is $87,175.24. Commissioner Groves asked if the City should pay off the loan. Foor said she would check on our options. She wanted to make sure we would not need the money for the upcoming sewer project. She will report back at the next meeting.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

POWER WASHING THE COMMUNITY CENTER 

Chad Hoopingarner from Professional Power Washing was at the meeting to answer questions about power washing the Neoga Community Center. He highly recommended power washing and then sealing the building. This will last approximately 3 – 5 years. Commissioner Groves made a motion to power wash and seal the building, clean the gutters and windows, wash all the concrete around the outside of the building, and seal the sidewalks and pads outside of the walk-in doors for a cost of $7,325. Motion was seconded by Commissioner Edwards. Ayes, Commissioner Edwards, Helm, Hakman, Groves and Mayor Hartke. Nays, none. Motion carried. 5-0.

SEWER PUMP 

Superintendent Durbin told the council that pump #1 in the south well needs replaced. He discussed estimates for both repairing the existing pump and purchasing a new pump. The cost to repair the existing pump is $6,744.40. This comes with a 6-month warranty. A new pump is $9,211.95. Durbin was not sure of the warranty, but he will check on it. Commissioner Helm stated that the pump is very old, so he does not want to repair it. After a brief discussion Commissioner Edwards made a motion to purchase a new pump for $9,211.95. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, Hakman, Groves and Mayor Hartke. Nays, none. Motion carried. 5-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

Commissioner Edwards reported:

• Superintendent Durbin is looking at the roads that need repaired for the 2020 MFT program.

• The public works department is doing ditch work

HEALTH AND SAFETY, COMMISSIONER HELM

Commissioner Helm asked Superintendent Durbin to measure the bridge on the southwest side of the park because the culvert needs replaced. Helm also reported that the guardrail for the culvert on Elm Avenue will be installed soon. Durbin got a used guardrail from the County.

PUBLIC COMMENTS

Building Inspector Jeff Morrison said the meeting with the City Attorney to review the zoning ordinances has been postponed. This meeting will be rescheduled in the near future.

Chief of Police Schabbing:

• Handed out a diagram of how he would like to remodel the police building. He would like to put in a lobby for safety reasons as well as change the layout of the existing building. He has asked for estimates, but has not received any yet.

• Explained an estimate from Watch Guard for new cameras. He stated the existing cameras are approximately 13 years old. He will apply for a grant for one camera.

• Handed out estimates for new tasers. He explained that the current tasers are 13 years old. He would like to purchase 3 new tasers. The total price is $8,112.00. This includes a 5-year warranty, training, holsters, and 12 cartridges. This will be on the agenda for the next meeting.

• Stated that they had 30 calls last week and are working on 7 investigations.

Superintendent Durbin said he toured the Sigel sewer treatment plant. It is similar to what we will be getting. Durbin stated he was impressed with the system.

Durbin also said he is getting prices on replacing water meters in town. He will have estimates at the next meeting.

Commissioner Groves made a motion to adjourn the meeting at 7:41 p.m. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Edwards, Groves, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 5-0.
