City of Neoga Council met March 23.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were: Commissioners Groves, Hakman, Edwards, Helm, and Mayor Hartke. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Superintendent Shawn Durbin, Police Chief Andy Schabbing, Milano & Grunloh Engineer Lee Beckman, and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular session minutes from March 9, 2020, Commissioner Groves made a motion to approve the minutes as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 5-0.

PUBLIC AFFAIRS, MAYOR HARTKE

VOTAW-SWANK AMERICAN LEGION TIF APPLICATION 

City Clerk Evans asked that this be tabled until Building Inspector Morrison could inspect the building.

PURCHASE OF THREE (3) TASERS 

Chief of Police Andy Schabbing spoke with the Council regarding the police department’s old tasers. Schabbing explained that the current tasers are over 8 years old, and he would like to purchase new ones. Chief Schabbing said that it could take 2 or 3 months for the tasers to arrive once ordered. The newest tasers with 24 cartridges, docking stations, and holsters are $8,112 for three tasers. The other option is three (3) tasers, cartridge, and holsters for $6,027. Chief Schabbing explained that the X7 also allows for three officers to attend training as an instructor and a four (4) year warranty. After a brief discussion, Commissioner Helm made a motion to purchase three (3) X7 tasers at a cost of $8,112. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Helm, Groves, Hakman, Edwards, and Mayor Hartke. Nays, none. Motion carried. 5-0.

Chief Schabbing said that he also applied for a camera grant.

ORDINANCE # 963-03-20 

An Ordinance Pertaining to Local State of Emergency

After reviewing the ordinance, Commissioner Groves made a motion to accept the ordinance as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 5-0.

FINANCE, COMMISSIONER GROVES

MONTHLY BILLS After reviewing the bill list, Commissioner Groves made a motion to pay the monthly bills as presented in the amount of $111,620.15. The motion was seconded by Commissioner Helm. Ayes, Commissioner Groves, Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 5-0.

PUBLIC PROPERTY, COMMISSIONER HAKMAN

AWARDING OF ROUTE #45 DRAINAGE IMPROVEMENT PROJECT 

Milano & Grunloh Engineer Lee Beckman explained to the Council that the bidding for the project was held and the bids were as follows:

Darad Inc. $ 65,975.42 Klein Excavating. $ 88,466.00 Kieffer Bros. Construction.$119,102.00

After a brief discussion, Commissioner Hakman made a motion to award the bid to Darad Inc. in the amount of $65,975.42. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hakman, Edwards, Helm, Groves, and Mayor Hartke. Nays, none. Motion carried. 5-0.

PROJECT UPDATES FROM LEE BECKMAN

SEWER PLANT: Still waiting on IEPA to approve the concept for the sewer plant which should be done in the next two (2) months.

SAFE ROUTES TO SCHOOL: Nothing has changed since last month.

BRIGHTON CABINETS: Bids were held on March 18th for the drainage project. The Council will need to award the bid, and construction should start when weather permits.

CDAP WATER GRANT: Nothing new to report, but they will be working on the grant application later in the year.

STATE GRANT ($100,000): They have “reactivated” the grant and quarterly reports are being completed. This money will be used in conjunction with the RLF project.

ITEP: Everything is the same, but hopefully more information will come next month.

RLF PROJECT: Engineer Beckman said that all railroad permits have been applied for. He said that the bid letting would be later this year and recommended that the project be bid out as one project instead of two.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

PURCHASE OF NEW MOWER 

Superintendent Durbin gave the Council pricing on two different mowers. After reviewing the quotes, the Council wanted to see the warranty information on the mower from Sloan and instead of a 70” deck get a quote for a 60” deck.

HEALTH AND SAFETY, COMMISSIONER HELM

Commissioner Helm told the Council that due to the COVID-19 virus; the Council needs to take all the precautions that are being recommended.

PUBLIC COMMENTS None were given.

EXECUTIVE SESSION

Commissioner Helm made a motion to move into executive session at 7:34 p.m. for Personnel – Section 2 (c)(1) – Employee hiring, firing, compensation, discipline and performance. The motion was by Commissioner Edwards. Ayes, Commissioner Helm, Groves, Hakman, Edwards, and Mayor Hartke. Nays, none. 5-0.

RECONVENED AND ROLL CALL 

The meeting was reconvened at 8:05 p.m. on a motion from Commissioner Groves. The motion was seconded by Commissioner Edwards. Those present for roll call were: Commissioners Groves, Hakman, Edwards, Helm, and Mayor Hartke.

After executive session, Commissioner Groves made a motion to cut all staff to essential staff members until April 7 as follows:

Police Department: only one officer in a vehicle, continue with “social distancing” and normal work hours

Office Staff: alternate days for each person, continue with “social distancing” when in the office at the same time, normal office hours, and doors are always locked

Public Works: one employee working per day, normal hours, continue with “social distancing”, and only one person in a vehicle at a time.

The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 5-0.

ADJOURNMENT 

Commissioner Groves made a motion to adjourn the meeting at 8:09 p.m. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Groves, Hakman, Edwards, Helm, and Mayor Hartke. Nays, none. Motion carried. 5-0.
