Arcola City Council met March 23.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 6:00 p.m. Members present were Alderpersons Smith, Hensley, Ferguson, Budd, Foran and Huckstep. City Administrator Wagoner was also present. Treasurer Anderson and Attorney Bequette were not present.

PLEDGE OF ALLEGIANCE 

Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT 

Wilmer Otto stated he has gotten quote to repair building. He thought City had made commitment to put money towards building and hopes City keeps commitment for funds.

Pat Monahan stated he believes repairing building is fastest and best solution. Jeff Edwards commented that he has never heard a full plan for completing interior and would like for Wilmer to use his own money, not city funds.

Carolyn Cloyd stated she has great love for community and feels building should be saved.

DECLARATION OF EMERGENCY – COVID 19 

Mayor Ferguson informed council he signed Declaration of Emergency – COVID 19 on March 19, 2020.

CONSIDER AND APPROVE ORDINANCE NO. 20-S-3, AN ORDINANCE RELATED TO THE EMERGENCY CREATED BY THE IMPACT OF THE COVID-19 VIRUS 

Alderman Foran moved to approve Ordinance No. 20-S-3 and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.

DISCUSSION ON BUILDING AT 213 EAST MAIN AND POSSIBLE VOTE TO WITHDRAW ANY PRIOR APPROVAL OF CITY FUNDS TO BE USED TO RESTORE, REBUILD, OR REMODEL THE PROPERTY 

Alderman Foran stated he doesn’t feel council delayed on action. He was told that renters were to complete infrastructure. Also feels council should have been given engineers report, dated 03-11-20, prior to today.

Alderwoman Huckstep feels more of a plan is needed. Alderman Budd wonders where funds are coming from for other repairs. Alderman Hensley feels this has gone on too long and it is a safety hazard. Alderwoman Ferguson feels council should have received engineer report earlier and hasn’t had a chance to review it.

Alderman Foran moved to withdrawal any prior funding commitment and was seconded by Alderman Budd. Roll call vote, Smith, abstain; Hensley, aye; Ferguson, aye; Budd, aye; Foran, aye; Huckstep, abstain. Motion carried.

COMMITTEE REPORTS 

There were no committee reports.

Mayor Ferguson stated that this is devastating times but wants everyone to know the police dept. is open and encourages water customers to sign up for ACH or use drop box. City hall is currently closed.

The council would like to commend restaurants and others for keeping open as much as allowed at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
