Q3 2019 Parolees Recap: Who was paroled in zip code 61957?

There was one offender released on parole during 2019 that lives in Windsor zip code 61957, according to Illinois Department of Corrections data obtained by East Central Reporter.

The data shows that the released offender was Robert A. Fraker. He was convicted of a crime against a person in 2019, when he was 63. He is now 64.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
