City of Arcola City Council met March 16.

Here is the agenda provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Hensley, Ferguson, Budd, Foran, Huckstep and Smith. City Administrator Wagoner and Treasurer Anderson were also present. Attorney Bequette was not present.

PLEDGE OF ALLEGIANCE Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF MARCH 02, 2020 COUNCIL MEETING MINUTES Alderman Foran moved to approve the March 02, 2020 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, Hensley, aye; Ferguson, aye; Budd, aye; Foran, aye; Huckstep, aye; Smith, abstain. Motion carried.

APPROVAL OF FEBRUARY 29, 2020 THROUGH MARCH 13, 2020 BILLS

Alderwoman Huckstep moved to approve the February 29, 2020 – March 13, 2020 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met March 04, 2020, reviewed and recommended the council approve a request from Libman Equipment for a 60% TIF Property Tax rebate for eligible expenses related to the addition of a new warehouse in TIF #6. Alderman Smith moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

The TIF Advisory Committee reviewed and recommended the council approve a request from the City of Arcola for a grant of $36,150 for the construction of a school crossing zone at Rt. 133 and Arcola Avenue including a sidewalk extension south on Arcola Avenue to connect to the Rider Place Subdivision. Alderman Budd moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

REPORT FROM THE ZONING BOARD OF APPEALS The Zoning Board of Appeals met March 09, 2020, reviewed and recommended the council approve a request from Todd and Joanna Sitz to construct a building addition in excess of density standards with a variance on property located at 448 E. Springfield Rd. Alderman Foran moved to accept the recommendation of the Zoning Board of Appeals and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 20-Z-2, AN ORDINANCE GRANTING A VARIANCE TO TODD & JOANNA SITZ – 448 E. SPRINGFIELD Alderman Foran moved to approve Ordinance No. 20-Z-2 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE CONTRACT WITH JAMAICA PYROTECHNICS

Alderman Smith moved to table this until next regular meeting. Alderwoman Huckstep seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Reported the Budget & Finance Committee met prior to this meeting and listened to a presentation from Jim Closson of the IMLRMA regarding insurance. Also discussed the FY 21 budget draft.

Alderman Smith Had nothing at this time.

Administrator Wagoner stated that the City of Tuscola passed a Declaration of Emergency earlier this morning and we might need to consider this in near future.

As this concluded the business of the meeting Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
