City of Neoga City Council met Feb. 10.

Here is the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Hartke. The Pledge of Allegiance was recited. Those present were: Commissioners Helm, Hakman, Edwards, Groves, and Mayor Hartke. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, building inspector Jeff Morrison, Wes Chambers and Neoga News Editor Billie Chambers.

MINUTES

After reviewing the regular session minutes from January 27, 2020, Commissioner Edwards made a motion to approve the minutes as presented. The motion was seconded by Commissioner Helm. Ayes, Commissioner Edwards, Helm, Hakman, and Mayor Hartke. Commissioner Groves abstained. Nays, none. Motion carried. 4-0.

PUBLIC AFFAIRS, MAYOR HARTKE

TIF APPLICATION FROM MARTY GIBSON

City Clerk Evans told the Council that Mr. Marty Gibson has submitted a TIF application request for $35,000 to purchase a building located downtown. Mr. Gibson would like to move his music business, Rock U, to a larger location. Evans said that she would like to have some guidance to complete a proposed contract. Commissioner Hakman said they have never given 100% to purchase a building. Commissioner Edwards said that he is not interested in giving any property owner 100% for purchasing a building or for renovations. After a lengthy discussion, the Council asked Evans to get some advice from the City Attorney on the pros and cons of funding for building purchases.

FINANCE, COMMISSIONER GROVES

TREASURER’S REPORT

Commissioner Groves told the Council that he has been reviewing the treasure’s report and he said if we continue to spend money at the current rate, we will be in a deficite of over $100,000. Commissioner Groves wanted the Council to use caution when it comes to spending. After a brief discussion, Mayor Hartke ordered that the treasurer’s report be filed in the City Clerk records.

City Treasurer Foor told the Council that she noticed that the water income to expenses ratio was doing better than it has in years. Foor asked the Council to think about not increasing the water rates in May as per the ordinance. The Council told Foor thank you for bringing it to their attention, and they would take that into consideration.

BRIDGE REPLACEMENT ON ELM AVENUE

Commissioner Edwards told the Council that the bridge between 9th & 10th Street on Elm Avenue has been replaced and opened up to traffic again. Edwards said that the bridge on Cedar will need to be done in the next few months. Commissioner Helm said that he also looked at the bridge, and he recommended that guard rails be installed as well.

HEALTH AND SAFETY, COMMISSIONER HELM

PUBLIC COMMENTS

Building Inspector Jeff Morrison said that he has met with the City Attorney to review the zoning ordinances. Morrison is hopeful to have something to the zoning board in March, and a public hearing in April.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 7:19 p.m. The motion was seconded by Commissioner Hakman. Ayes, Commissioner Edwards, Groves, Helm, Hakman, and Mayor Hartke. Nays, none. Motion carried. 5-0.
