City of Arcola City Council met Feb. 3.
Here is the minutes provided by the council:
Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Huckstep, Hensley, Ferguson and Budd. Alderman Smith was not present. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.
PLEDGE OF ALLEGIANCE
Alderman Foran led the council and audience in the Pledge of Allegiance.
PUBLIC COMMENT There was none.
APPROVAL OF JANUARY 20, 2020 COUNCIL MEETING MINUTES
Alderman Foran moved to approve the January 20, 2020 council meeting minutes as presented and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
APPROVAL OF JANUARY 18, 2020 – JANUARY 31, 2020 BILLS
Alderwoman Huckstep moved to approve the January 18, 2020 – January 31, 2020 bills as presented and was seconded by Alderman Budd. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE TREASURER’S REPORT FOR JANUARY 2020
Alderwoman Huckstep moved to approve the Treasurer’s report for January 2020 as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
APPROVAL OF THE JANUARY ZONING OFFICER’S REPORT
The Zoning Officer reported no permits issued in the month of January.
CONSIDER AND APPROVE AMENDMENT TO THE DOUGLAS COUNTY ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT
Alderman Foran moved to approve Amendment to the Douglas County Enterprise Zone Intergovernmental Agreement. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 20-S-1, AN ORDINANCE AUTHORIZING THE BOUNDARY MODIFICATIONS TO THE AREA KNOWN AS THE DOUGLAS COUNTY ENTERPRISE ZONE – THE CRONUS EXPANSION
Alderman Foran moved to approve Ordinance No. 20-S-1 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE RESOLUTION NO. 20-R-1, A RESOLUTION DECLARING A SURPLUS OF FUNDS IN THE SPECIAL TAX ALLOCATION FUND FOR THE CITY’S TAX INCREMENT FINANCING DEVELOPMENT PROJECT AREA (TIF DISTRICT #1)
Alderwoman Ferguson moved to approve Ordinance No. 20-R-1 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE RESOLUTION NO. 20-R-2, A RESOLUTION DECLARING A SURPLUS OF FUNDS IN THE SPECIAL TAX ALLOCATION FUND FOR THE CITY’S TAX INCREMENT FINANCING DEVELOPMENT PROJECT AREA (TIF DISTRICT #6)
Alderman Budd moved to approve Resolution No. 20-R-2 and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE ORDINANCE NO. 20-C-1, AN ORDINANCE AMENDING CHAPTER 13 OF THE ARCOLA MUNICIPAL CODE
Alderman Foran moved to approve Ordinance No. 20-C-1 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.
CONSIDER AND APPROVE AMENDING THE EMPLOYEE HANDBOOK
Alderman Hensley moved to approve amending the Employee Handbook. This amendment being a change of the residency requirements from 15 miles from City of Arcola to 30 miles. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

Alderwoman Huckstep
Had nothing at this time.
Alderman Hensley
Reported the Police, Ordinance & Enforcement Committee met prior to meeting and discussed the proposed amendments to the municipal code and amending residency requirements for employees. Also discussed cannabis regulations.
Also reported the Health, Sanitation, Trash & Recycling Committee met prior to this meeting and received an update on downtown building from Wilmer Otto and Pat Monahan.
Alderwoman Ferguson
Had nothing at this time.
Alderman Budd
Had nothing at this time.
Alderwoman Huckstep stated she had attended an Emergency Management Agency meeting and feels it would be a good idea for council members to be briefed on information given at this meeting. Brian Moody has agreed to attend and help with presentation.
As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
