Arcola City Council met Jan. 6.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Ferguson, Budd, Foran, Smith and Hensley. City Administrator Wagoner and Treasurer Anderson were also present. Alderwoman Huckstep and Attorney Bequette were not present.

Alderwoman Huckstep arrived at 7:01 p.m.

PLEDGE OF ALLEGIANCE 

Alderwoman Ferguson led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT 

There was none.

APPROVAL OF DECEMBER 16, 2019 COUNCIL MEETING MINUTES

Alderman Foran moved to approve the December 16, 2019 council meeting minutes as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF DECEMBER 14, 2019 – JANUARY 03, 2020 BILLS 

Alderwoman Huckstep moved to approve the December 14, 2019 – January 03, 2020 bills as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR DECEMBER 2019

Alderman Hensley moved to approve the Treasurer’s report for December 2019 as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE DECEMBER ZONING OFFICER’S REPORT 

The Zoning Officer reported 1 permit issued in the month of December with valuation of $102,000 and a fee in amount of $408.00 collected. Also 4 variance/special use permits were issued with total fees in amount of $180.00 collected. Alderman Foran moved to approve the December Zoning Officer’s report as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

REPORT FROM THE ZONING BOARD OF APPEALS 

The Zoning Board of Appeals met December 30, 2019, reviewed and recommended the council approve a request from Doug Rardin to construct a garage addition with a nonconforming setback at property located at 211 E. 4th South Street. Alderman Foran moved to accept the recommendation of the Zoning Board of Appeals and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

ber 30, 2019 reviewed and recommended the council approve request from John Fishel Jr. and Lynda Fishel to rezone a parcel from Rural Development (RD) to Industrial (I). This property being +/-2.4 acres of the Eastern Portion of Parcel #01-14-09-100-022. This is tabled at this time.

The Planning Commission also reviewed and recommended the council approve request from John Fishel Jr. and Lynda Fishel to construct addition to adjoining 2MW Solar Farm at same property as described above. This is tabled at this time.

The Planning Commission reviewed and recommended the council approve request from ZTAP LLC. to rezone a parcel from Rural Development (RD) to Industrial (I). This property being +/-15 acres of the Northeastern Portion of Parcels #01-14-09-400-002 & #01-14-09-300- 002. Alderman Foran moved to accept the recommendation of the Planning Commission and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

The Planning Commission also reviewed and recommended the council approve request from ZTAP LLC. to construct 2 MW Solar Farm at same property as described above. Alderman Budd moved to accept the recommendation of the Planning Commission and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

There were no committee reports.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.
