Mattoon Community Unit School District 2 Board of Education met Dec. 10.

The Board of Education of Community Unit School District Number Two met at 7:00 P.M., on Tuesday, December 10, 2019, in the Board of Education and Administrative Offices, 1701 Charleston Avenue, Mattoon, Illinois.

ROLL CALL: Present: Colleen Garner, Ashli Overton, Susan Braun, Erika Weaver, Michelle Skinlo

Absent: Gary Kepley 

OATH OF OFFICE FORNEW MEMBER OF BOARD OF EDUCATION: 

During a special board meeting Dec. 5, 2019, the Board of Education appointed John Hedges to fill the remainder of the term for resigning board member Bill Standerfer. Hedges read the Oath of Office for new board members during the December 10, 2019 meeting. He was seated on the board.

RECEPTION OF VISITORS: 

Board President Michelle Skinlo welcomed all visitors present and opened the floor to those wishing to address the board on agenda and non-agenda items.

Read Across Mattoon Book Presentation – MMS Media Coordinator Ingrid Minger and Students: 

MMS Media Coordinator Ingrid Minger and student representatives from Mattoon Middle School’s Reading Committee presented this year’s Read Across Mattoon selection. Ayden Buckler, Vaughn Prince, Kaeden Frederick and Alaina Nolte announced “Insignificant events in the Life of a Cactus” by Dusti Bowling was chosen as this year’s title. Laura Smith, teacher and adult member of the reading committee, was also in attendance.

CONSENT AGENDA: 

The Consent Agenda, consisting of the following items, was presented to the Board for approval:

- Approval of the minutes for the regular meeting of the Board on November 12, 2019 as presented.

- Approval of the Executive Session minutes for November 12, 2019 as presented.

- Financial – Payment of November 2019 bills as presented.

- Monthly Financial Report by Fund

- Budget-to-Actual Report

- Approval of School Improvement Plans presented 

October 8, 2019

- Approval of the November 2019 Enrollment Report as presented - 3,261

- Freedom of Information Report –

There were three Freedom of Information requests this month:

1. A citizen from Gilman, IL requested information regarding high school curriculum, elementary school physical education exercise regiments, assessment data, and the superintendent’s contract.

2. WCIA television in Champaign requested information about school district sponsored staff holiday parties. The district does not sponsor staff holiday parties. Several school districts were sent this same request.

3. WCIA television also requested information regarding time-out rooms and restraints used for emotional disorder students. Several school districts were sent this same request.

- Approval of the JROTC rifle team’s trip to Missouri Military Academy in Mexico, Missouri January 17-18

Weaver moved, seconded by Garner to approve the Consent Agenda as presented.

BOARD ACTION TO APPROVE FY 2019 CERTIFICATE OF TAX LEVY: 

Assistant Superintendent of Business Tim Condron

recommended approval of the 2019 Certificate of Tax Levy. The estimated Equalized Assessed Valuation (EAV) $338,792,617. This is a 2 percent increase from last year. The anticipated tax rate for 2020 will be in the range of $4.28-$4.34 per $100 of EAV.

Braun moved, seconded by Weaver, to approve the FY 2019 Certificate of Tax Levy.

BOARD ACTION TO APPROVE A RESOLUTION ABATING REAL ESTATE TAXES FOR 2019 PAYABLE IN 2020 ON THE SERIES 2015B ELEMENTARY SCHOOL CONSTRUCTION REFUNDING BONDS: 

Assistant Superintendent for Business Tim Condron requested the Board of Education approve the resolution abating real estate taxes for 2019 payable in 2020 on the Series 2015B elementary school construction refunding bonds. The Board must direct the County Clerk to not levy a property tax (abate) for the elementary bond payment.

Garner moved, seconded by Overton to approve the resolution abating real estate taxes for 2019 payable in 2020 on the elementary school construction bonds as presented.

Roll call vote as follows: Braun, aye; Hedges, aye; Weaver, aye; Garner, aye; Kepley, absent; Overton, aye; Skinlo, aye. Nays, none. Motion carried.

BOARD ACTION TO APPROVE A RESOLUTION ABATING REAL ESTATE TAXES FOR 2019 PAYABLE IN 2020 ON THE SERIES 2013 ALTERNATE REVENUE BONDS: 

Tim Condron, assistant superintendent of business, recommended passage of a resolution to direct the County Clerk to abate real estate taxes on the Series 2013 Alternate Revenue Bonds.

Overton moved, seconded by Garner to approve a resolution abating real estate taxes for 2019 payable in 2020 on the Series 2013 Alternate Revenue Bonds.

Roll call vote as follows: Hedges, aye; Weaver, aye; Garner, aye; Kepley, absent; Overton, aye; Braun, aye; Skinlo, aye. Nays, none. Motion carried.

BOARD ACTION TO APPROVE A RESOLUTION ABATING REAL ESTATE TAXES FOR 2019 PAYABLE IN 2029 ON THE SERIES 2015 CAPITAL APPRECIATION BONDS (MHS, MMS ROOFS): 

Tim Condron, assistant superintendent of business, recommended passage of a resolution to direct the County Clerk to abate real estate taxes on the Series 2015 Capital Appreciation Bonds (MHS and MMS roofs).

Weaver moved, seconded by Overton to approve a resolution abating real estate taxes for 2019 payable in 2020 on the Series 2015 Capital Appreciation Bonds.

Roll call vote as follows: Weaver aye; Garner, aye; Kepley absent; Overton, aye; Braun, aye; Hedges, aye; Skinlo, aye. Nays, none. Motion carried.

BOARD ACTION TO ACCEPT DONATION OF LOT 2 IN THE AUGUSTA LAKES SUBDIVISION, MATTOON, IL AT AN APPRAISED VALUE OF $12,000 FROM LINDA K. NIEBRUGGE FOR A BUILDING TRADES HOUSE: 

Tim Condron, assistant superintendent of business, recommended the board accept the donation from Linda K. Niebrugge of Lot 2 in Augusta Lakes Subdivsion, Mattoon, IL. The lot has an appraised value of $12,000 and will be used for the construction of a building trades home.

Garner moved, seconded by Weaver to accept the donation of Lot 2 in Augusta Lakes Subdivision, Mattoon, IL as presented.

BOARD ACTION TO APPROVE THE PERSONNEL REPORT FOR M.C.U.S.D. #2: 

Assistant Superintendent for Human Resources Dr. David Skocy presented the following C.U.S.D. #2 personnel report to the Board for approval:

Classified Resignations – C.U.S.D. #2 

- Laurie Dotson, retiring as Mattoon High School credit recovery teacher, effective for the 2024-25 school year. 

- Michelle Hartbank, retiring as Mattoon High School family and consumer science teacher, effective for the 2024-25 school year 

- Cheryl Headrick, retiring as Riddle Elementary School teacher, effective for the 2025-26 school year 

- Whitley Tate, resigning as District guidance counseling intern, effective December 9, 2019

PRESENTATION OF UPDATED BOARD POLICIES FROM ILLINOIS ASSOCIATION OF SCHOOL BOARDS (IASB) LEGAL DIVISION: 

Superintendent Larry Lilly told the board several policies from the Illinois Association of School Boards were recently updated and new ones were added. A paper copy and a copy on a flash drive were available in the board office for review. The board will be asked to approve the policies at the January 14, 2020 board meeting.
