Arcola City Council met Dec. 2.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Smith, Hensley, Ferguson, Budd, Foran and Huckstep. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE 

Alderman Smith led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT 

There was none.

APPROVAL OF NOVEMBER 18, 2019 COUNCIL MEETING MINUTES

Alderman Foran moved to approve the November 18, 2019 council meeting minutes as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

APPROVAL OF NOVEMBER 16, 2019 THROUGH NOVEMBER 27, 2019 BILLS

Alderwoman Huckstep moved to approve the November 16, 2019 – November 27, 2019 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR NOVEMBER 2019

Alderman Budd moved to approve the Treasurer’s report for November, 2019 as presented and was seconded Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE NOVEMBER ZONING OFFICER’S REPORT The Zoning Officer reported no building permits were issued in November. One Variance/Special Use Permit was issued with a $45.00 fee collected. Alderman Foran moved to approve the November Zoning Officer’s report as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

APPROVE APPOINTMENTS TO THE ZONING BOARD OF APPEALS AND THE PLANNING COMMISSION Alderman Smith moved to approve the appointments of Fredy Moreno, Butch Clark and Glenn Miller to the Zoning Board of Appeals & Planning Commission. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-Z-7, AN ORDINANCE GRANTING A VARIANCE TO RAMIRO & SANJUANA SALINA – 112 S. OKAW Alderman Foran moved to approve Ordinance No. 19-Z-7 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ABATEMENT OF TAXES FOR GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCES) SERIES 2012 BONDS TOTALING $162,750 Alderman Foran moved to approve Abatement of Taxes for General Obligation Bonds (Alternate Revenue Sources) Series 2012 Bonds Totaling $162,750. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-15, AN ORDINANCE ESTABLISHING THE ANNUAL LEVY Alderman Foran moved to approve Ordinance No. 19-S-15 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-16, AN ORDINANCE AUTHORIZING THE LEASE OF CERTAIN EQUIPMENT Alderman Foran moved to approve Ordinance No. 19-S-16 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 19-S-17, AN ORDINANCE DECLARING CERTAIN PROPERTY AS SURPLUS AND AUTHORIZING THE SALE OF THE SAME BY THE CITY OF ARCOLA Alderman Foran moved to approve Ordinance No. 19-S-17 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE BONUS FOR FULL AND PART-TIME EMPLOYEES Alderwoman Ferguson moved to approve raising bonuses for full-time employees to $200 and keeping part-time employees bonuses the same as previous year. Alderman Smith seconded the motion. Roll call vote, all ayes. Motion carried.

EXECUTIVE SESSION (5 ILCS 120/2c) At 7:14 p.m. Alderman Smith moved to go into Executive Session and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

Resume Open Meeting 7:38 p.m.

Alderman Smith Had nothing at this time.

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Reported the Employee Relations Committee met prior to this meeting and discussed bonuses and wage adjustments for full-time staff.

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

Alderwoman Huckstep Had nothing at this time.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
