City of Newton City Council met November 19

Chairs

City of Newton City Council met Nov. 19.

Here is the minutes provided by the council:

1. CALL TO ORDER: Mark Bolander, Mayor

In the absence of Mayor Bolander, Max Tedford called the meeting to order at 6:00 PM.

2. PLEDGE OF ALLEGIANCE led by Alderman Larry Brooks.

Pledge of allegiance to the flag was led by Alderman Larry Brooks.

3. ROLL CALL: Rosetta York, City Clerk

Physically present: Gayle Glumac, David Brown, Larry Brooks, Robert Reisner and Marlene Harris

Absent: Eric Blake

Also present: Attorney Max Tedford, Treasurer Melissa Brooks and Clerk Rosetta York 

Max Tedford, City Attorney, called for a motion to appoint Robert Reisner as Mayor Pro Tem for tonight’s meeting.

Motion was made by Glumac, seconded by Harris, to appoint Robert Reisner Mayor Pro Tem for this meeting of the Newton City Council.

Ayes: Glumac, Brown, Brooks, Reisner, Harris

Nays: None

4. ADOPT OR AMEND AGENDA:

Motion was made by Glumac, seconded by Brooks, to adopt the proposed agenda. Ayes: Brown, Brooks, Harris, Reisner, Glumac

Nays: None

5. APPROVAL OF REGULAR MINUTES of November 5, 2019:

Motion was made by Brooks, seconded by Harris, to approve the minutes of the November 5, 2019 meeting of the Newton City Council.

Ayes: Brooks, Harris, Reisner, Glumac, Brown

Nays: None

6. APPROVAL OF BILLS & ACCOUNTS PAYABLE

Alderman Harris reviewed the pre-paids in the amount of $263,227.00 and the bills and accounts payable earlier today and made a motion to approve the pre-paids and authorize payment of the bills and accounts payable in the amount of $124,239.32. Brown seconded the motion.

Ayes: Harris, Reisner, Glumac, Brown, Brooks

Nays: None

7. PUBLIC COMMENTS/COMMUNICATIONS: Herb Meeker told the Council that the title he sent to editor reporting on November 5 council meeting was “Police Radios Pricy But Needed.” That title was not used.

8. OLD BUSINESS:

a. Consider and act on Ordinance 19-12 Establishment of New Net Metering Policy.

Motion was made by Harris, seconded by Glumac, to pass Ordinance 19-12 Establishment of New Net Metering Policy

Ayes: Reisner, Glumac, Brown, Brooks, Harris

Nays: None

b. Consider and act on 19-13 to Amend Section 33-4-4(F) of the City Code of the City of Newton, Illinois, to change the application fee for all applications for permits from $100.00 to $500.00.

Motion was made by Brown, seconded by Glumac, to pass 19-13 to Amend Section 33-4-4(F) of the City Code of the City of Newton, Illinois, to change the application fee for all applications for permits from $100.00 to $500.00.

9. NEW BUSINESS:

a. Consider and act on Special Event Application for Jasper County Chamber of Commerce 2019 Holly Jolly on December 6, 13, 14 & 20.

Motion was made by Glumac, seconded by Harris, to approve Special Event Application for Jasper County Chamber of Commerce 2019 Holly Jolly on December 6, 13, 14 & 20.

Ayes: Brown, Brooks, Harris, Reisner, Glumac

Nays: None

b. Consider and act on Resolution 19-10 Adopting a Fraud, Waste and Abuse Policy for the City of Newton.

Motion was made by Harris, seconded by Glumac, to pass Resolution 19-10 Adopting a Fraud, Waste and Abuse Policy for the City of Newton.

Ayes: Brooks, Harris, Reisner, Glumac, Brown

Nays: None

10. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS: Personnel Meeting 11-18-19 and EMA 11-19-19

Brooks--- Personnel, 11-18: All Department Heads discussed their updates.

The Mayor and the alderman thanked all the departments for their good work. The meeting adjourned at 6:40 PM.

Brown--- EMA, Health and Sanitation 11-19: The committee discussed the pros and cons of allowing or not allowing the sale of cannabis in Newton after January 1, 2020. Adjourned 5:46 pm.

11. STATEMENTS:

Council Members:

Glumac: No comment

Brown: Brad Benefiel would like to advertise for mowing bids. Jason Warfel invited the council to their meeting on Thursday December 5, 2019 at 1:15 PM concerning mapping (strategic planning) at the Jasper County Chamber Commerce Building. He commended the City’s employees for doing the sidewalk on Wilson St. by the New Dollar General. They saved the City several thousand dollars.

Brooks: No comment

Reisner: The Snowflakes and Holly Jolly banners are up.

Harris: Gave the Payment and Billing Adjustment Report to the Council.

City Attorney: No comment

City Treasurer: No comment

City Clerk: Water Department PO # 6516

Motion was made by Brooks, seconded by Glumac, to authorize Water Department purchase order # 6516 for $6,000.00 to Wease Equipment, INC. used power washer with a remote 1900 hours.

Ayes: Harris, Reisner, Glumac, Brown, Brooks

Nays: None

12. NEXT REGULAR MEETING: December 3, 2019 at 6:00 PM 

SCHEDULED COMMITTEE MEETINGS: None

13. EXECUTIVE SESSION: No Executive Session

Motion was made by Brown, seconded by Glumac, to adjourn the meeting.
