City of Arcola City Council met September 16

City of Arcola City Council met Sept. 16.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Hensley, Ferguson, Budd, Foran, Huckstep and Smith. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF SEPTEMBER 03, 2019 COUNCIL MEETING MINUTES

Alderman Smith moved to approve the September 03, 2019 council meeting minutes as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF AUGUST 30, 2019 – SEPTEMBER 13, 2019 BILLS Alderwoman Huckstep moved to approve the August 30, 2019 – September 13, 2019 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

REPORT FROM THE TIF ADVISORY COMMITTEE The TIF Advisory Committee met on September 09, 2019 reviewed and recommended the council approve a request from Whisnand Hybrids Profit Share Plan and Shonkwiler Family Dental, LLC for a TIF Storefront Grant of 50% up to $20,000 for the exterior improvements to building located at 110 N. Oak. Alderman Foran moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

The TIF Advisory Committee reviewed and recommended the council approve a request from Whisnand Hybrids Profit Share Plan and Shonkwiler Family Dental, LLC for a 20% Rebate, up to $50,000 for the remodel of the building located at 110 N. Oak. Alderman Budd moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

The TIF Advisory Committee reviewed and recommended the council approve a request from Whisnand Hybrids Profit Share Plan and Shonkwiler Family Dental, LLC for a 60% tax rebate on remaining TIF eligible expenses. Alderman Budd moved to accept the recommendation of the TIF Advisory Committee and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SALARY INCREASE FOR CHANDLER JAQUES

Alderman Smith moved to approve a salary increase in amount of $.25 per hour for Chandler Jaques beginning next pay period. He has completed training to be a certified firearms instructor. Alderman Hensley seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE SETTING TRICK OR TREAT HOURS Alderwoman Huckstep moved to set Trick or Treat hours for October 31st from 6:00 – 8:00 p.m. Alderwoman Ferguson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Foran Stated the Street & Alley employees and law enforcement, once again, did a great job during Broomcorn weekend.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement

Committee met prior to this meeting and discussed

Officer Jaques certification, vaping and cannabis.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

Adjourned at 7:12 p.m.
