Villages of Moweaqua Village Board met Aug. 13.

The Regular Meeting of the Moweaqua Village Council was called to order by Mayor Neece leading in the Pledge to the Flag. Roll Call was answered by Kenny Long, Dana Shuster, Marcia Maynard, J.D. Malone, Josh Whitney and Sean Hayes. Employees present were Chief Maki, Sandi Callison, Beth Hawn, Ramiro Estrada, Brad Sams, Mischelle Davis, Adam Jones and Attorney for the Village, Scott Garwood, was also present. Others attending included Louis Jordan, Kevin Buckley, Mark Bingham, Connie Malone, Joann Lower, Dave Little, Linda Long, Amanda Westbrook, Mason Flanegen, Donna Deere, Ryan Snyder, Hunter White, Josh White, Kevin Gibson, Jim Jordan, James Bales, Stephanie Koontz, Fred & Susan Burckhartt, Jennifer Readnour, Sarah Johnson, Gage Lindahl and Justin Johnson.
Maynard made the motion to approve the Consent Agenda with additions and corrections, including June Special Meeting Minutes, July Special Meeting Minutes, July Regular Meeting Minutes, Bills to be Paid in August and Treasurer’s Report, Malone seconded. Council voting Yes: Long, Shuster, Maynard, Malone, Whitney and Hayes. No: None.
Auditor for the Village Kevin Buckley presented the Annual Audit Report and gave a brief explanation of the findings and recommendations. Mayor Neece stated that the Audit Report was not listed on the August Regular Meeting Agenda so no action may be taken at this time. It will be on the September Regular Meeting Agenda for approval.
Mayor Neece called on Justin Johnson to come forward to be formally sworn in as Full-Time Police Officer. Johnson was approved to be hired on May 14th, 2019 with a start date of August 12, 2019. Johnson will attend training and be on active duty beginning November 25th.
In New Business Health and Safety Committee Chairman Marcia Maynard discussed with Council the ongoing cleanup issues regarding property at 227 S. Hanover. Maynard stated that there are still violations that need addressed however, progress is being made. The adjacent property owners would like to see the pool removed or moved ten feet away from the property line which is the proper setback for the zoning district. Property owner Amanda Westbrook was in attendance and reported on their progress saying they are making every effort to comply.
Mayor Neece requested approval to appoint Kevin Gibson as a School Crossing Guard. Shuster made the motion to approve the appointment of Kevin Gibson as a School Crossing Guard, Hayes seconded. Council voting Yes: Long, Shuster, Maynard, Malone, Whitney and Hayes. No: None.
Village Engineer Mark Bingham presented a proposal for a sidewalk study to determine the optimal locations for sidewalks along East Main Street and Gorden Road. Bingham provided each council member a copy for review and discussion at the next Regular Meeting.
Finance Committee Chairman Marcia Maynard discussed with Council the need for the Village to obtain a credit card for specific purchases. Some items that are ordered must be paid for at the time the order is placed. For example, Blaine’s Farm and Fleet of Decatur no longer offers business accounts. Items cannot be charged and paid for in 30 days. Many items that are ordered online can only be purchased with a credit card. After discussion, Maynard made the motion to approve allowing the Clerk to apply for a Village Credit Card or Purchase Card for Clerks and Supervisors through Dewitt Savings Bank, Whitney seconded. Council voting Yes, Long, Shuster, Maynard, Malone, Whitney and Hayes. No: None.
Mayor Neece requested a motion to enter Executive Session if there was no further business to come before Council. Shuster made the motion to enter Executive Session Regarding the Appointment, Employment, Compensation, discipline, Performance or dismissal of a Specific Employee, Pending Litigation and/or Real Estate, Malone seconded. Council voting Yes: Long, Shuster, Maynard, Malone, Whitney and Hayes. No: None.
Shuster made the motion to end Executive Session, Malone seconded. Council voting Yes: Long, Shuster, Maynard, Malone, Whitney and Hayes. No: None.
Shuster made the motion to adjourn, Hayes seconded. Council voting Yes: Long, Shuster, Maynard, Malone, Whitney and Hayes.
