City of Flora City Council met Sept. 16.

Here is the minutes provided by the council:

At 4:30 p.m., Mayor Mike Stanford called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Mike Stanford, Commissioner Mike Genthe, Commissioner Phil Wiley and Commissioner Linda Spicer. Commissioner Rick Slaughter was absent.

Others in attendance were City Attorney Bob Coble, Chief of Police Guye Durre, Economic Development Director Luke Eastin, Director of Public Works & Building/Zoning Official

Chad Bayles, Superintendent of Public Works Toby Rinehart, Fire Chief Bruce Dickey, City Treasurer Dee McGehee, City Clerk Becky Burgess and Media Representatives Mary Anne Maxwell and Patrick Garrett. There was one guest in attendance.

Mayor Mike Stanford led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation.

REGULAR BUSINESS

Mayor Mike Stanford presented two ordinances for Council consideration.

A MOTION TO PASS ORDINANCE NO. 19-3061, AN ORDINANCE APPROVING AN INTERGOVERNMENTAL AGREEMENT BY AND BETWEEN THE CITY OF FLORA, ILLINOIS AND XENIA, ILLINOIS, REGARDING SURPLUS PROPERTY (2008 DODGE CHARGER) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER GENTHE.

• Vote: Yes - Stanford, Genthe, Wiley, Spicer

A MOTION TO PASS ORDINANCE NO. 19-3062, AN ORDINANCE DECLARING SURPLUS PROPERTY, 607 W. NORTH AVENUE AND 107 RIO GRANDE (THE FORMER HUB AND ADJOINING PROPERTY) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE.

Mayor Stanford thanked Flora Rotary and all the volunteers that helped with the Shadows of Elmwood Cemetery Tours, stating it was very nice. Stanford mentioned Ford Classic is this weekend and acknowledged appreciation to the Chamber as well as Tourism and all who are helping with it. Stanford informed everyone that Appleknocker will be held on September 28th.

Commissioner Mike Genthe expanded on Ford Classic noting that the Cruisers are in charge of registration with the cruise being on Friday evening and the show on Saturday.

Commissioner Phil Wiley added that several downtown merchants will be selling food during Ford Classic. Wiley mentioned that the automated metering system is moving forward and if anyone has any questions to contact Public Works.

Chief of Police Guye Durre requested Council approval for a new hire.

A MOTION TO HIRE REGAN RUBSAM AS A NEW TELECOMMUNICATOR, EFFECTIVE SEPTEMBER 30, 2019, AT THE RATE OF $16.04 PER HOUR PER UNION CONTRACT, WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Economic Development Director Luke Eastin thanked Council for their support of the recent Industrial Commission Golf Scramble and all who helped with it. Mr. Eastin then presented a Façade Grant for Stephen Smith and allowed him to elaborate on the plans for a building he recently purchased at 200 E. North Avenue.

A MOTION TO PASS ORDINANCE NO. 19-3063, AN ORDINANCE APPROVING AND RATIFYING A GRANT UNDER THE FAÇADE IMPROVEMENT PROGRAM FOR STEPHEN SMITH (200 E. NORTH AVENUE) WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER SPICER.

Superintendent of Public Works Toby Rinehart sought Council approval for a new Salt Storage Facility to be erected at the corner of Vincennes and South Stanford.

A MOTION TO PASS ORDINANCE NO. 19-3064, AN ORDINANCE APPROVING THE AWARDING OF A BID AND CONTRACT FOR THE SALT STORAGE FACILITY TO LUTTRELL BACKHOE, INC. IN THE AMOUNT OF $182,643,71 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Mr. Rinehart announced the uniform contract is up for renewal and asked Council for permission to seek bids. There were no objections, so Rinehart will proceed with seeking bids.

City Treasurer Dee McGehee presented the annual Treasurer's Report for Fiscal Year End April 30, 2019.

A MOTION TO APPROVE TREASURER'S REPORT FOR FISCAL YEAR END APRIL 30, 2019 WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER WILEY.

Mrs. McGehee read her letter of retirement stating she plans to retire by December 31, 2019.

There were no other comments from City Attorney Bob Coble or the remainder of the Administrative Staff.

CLOSED SESSION - Although listed on the Agenda, no Closed Session was called.

ADJOURN

At approximately 4:50 p.m., with no further business to discuss, Mayor Stanford requested meeting be adjourned. Council Members concurred and Mayor Stanford declared said meeting adjourned.
