City of Flora City Council met July 15.

Here is the agenda provided by the council:

OPENING CEREMONIES

At 4:32 p.m., following a Public Hearing, Mayor Pro Tem Rick Slaughter called the Flora City Council Meeting to order and City Clerk Becky Burgess called roll. Present were Commissioner Rick Slaughter, Commissioner Phil Wiley and Commissioner Mike Genthe. Mayor Mike Stanford was absent due to work.

Others in attendance were City Attorney Bob Coble, Chief of Police Guye Durre, Economic Development Director Luke Eastin, Director of Public Works & Building/Zoning Official Chad Bayles, Superintendent of Public Works Toby Rinehart, Fire Chief Bruce Dickey, City Clerk Becky Burgess, Media Representative Randy Poole and guests. City Treasurer Dee McGehee was out sick.

Mayor Pro Tem Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the invocation.

Christine Mellody, a resident that lives on East Eighth Street, addressed the Council. Ms. Mellody questioned what Council plans to do about the structure at 223 East Seventh

Street and read the ordinances it violates. Building/Zoning Official Chad Bayles stated he had previously talked to the owners and gave them 6 weeks to tear down, which is almost up. Mr. Bayles stated he would be contacting the owners again to address the issue.

CONSENT AGENDA

The following items were listed under the Consent Agenda.

ACCEPT POLICE ACTIVITY REPORT FOR JUNE 2019 ACCEPT BUILDING AND ZONING REPORT FOR JUNE 2019 PASS A RESOLUTION OF SUPPORT FOR THE CLAY COUNTY ANIMAL RESCUE AND SHELTER (CCARS) PASS ORDINANCE NO. 19-3050, AN ORDINANCE VACATING AN ALLEYWAY LOCATED IN THE CITY OF FLORA, ILLINOIS (HOLSTE/MCCRAW IN RIDER'S ADDITION) APPROVE REQUEST FROM UNIVERSITY OF ILLINOIS EXTENSION FOR 4-H FAIR EVENTS FROM JULY 19, 2019 THROUGH JULY 25, 2019

Council was provided a copy of the Illinois Department of Transportation Compliance Review covering receipts and disbursements of MFT funds for 2018 for their review.

REGULAR BUSINESS

Mayor Pro Tem Rick Slaughter thanked City Crews and the Police Department for the excellent job with the recent flood, stating he appreciated all their work.

Commissioner Phil Wiley reminded residents not to attach Rummage Sale signs to the light poles and also reminded everyone of the Farmer's Market on Saturday mornings.

City Attorney Bob Coble presented a resolution to release Closed Session Minutes for public inspection.

A MOTION TO PASS A RESOLUTION REGARDING THE RELEASE OF CLOSED SESSION MINUTES WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE.

Chief of Police Guye Durre sought Council approval to purchase a new vehicle for the Police Department.

A MOTION TO APPROVE THE PURCHASE OF A 2019 CHEVROLET TAHOE 2WD VEHICLE FOR THE POLICE DEPARTMENT FROM MILES CHEVROLET IN THE AMOUNT OF $35,598.00 (BUDGETED ITEM) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE.

Based on the recommendation of the Zoning Committee, Director of Public Works & Building/Zoning Official Chad Bayles presented three ordinances for Council consideration.

A MOTION TO PASS ORDINANCE NO. 19-3051, AN ORDINANCE GRANTING A SPECIAL USE TO JONATHON WILSON AND CYNTHIA WILSON, DAVID WORKMAN AND MARIE WORKMAN (504 E. NORTH AVE.) WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER WILEY.

No - None

A MOTION TO PASS ORDINANCE NO. 19-3052, AN ORDINANCE GRANTING A VARIANCE TO DUSTY'S OUTDOOR MEDIA, LLC (PROPERTY 1) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE.

At approximately 4:44 p.m., with no further business to discuss, Mayor Pro Tem Slaughter requested a motion to adjourn.

COMMISSIONER GENTHE MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER PHIL WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR PRO TEM SLAUGHTER DECLARED SAID MEETING ADJOURNED.
