City of Flora City Council met Sept. 3.

Here is the minutes provided by the council:

City Clerk Becky Burgess administered the Oath of Office to new Commissioner Linda Spicer. Husband Steve held the Bible as several family members were in attendance to witness. Mrs. Spicer replaces Barb Tackitt who resigned as Commissioner.

OPENING CEREMONIES

At 4:32 p.m., Mayor Mike Stanford called the Regular Council Meeting of the City of Flora to order and City Clerk Becky Burgess called roll. Present were Mayor Mike Stanford, Commissioner Rick Slaughter, Commissioner Mike Genthe, Commissioner Phil Wiley and Commissioner Linda Spicer.

Others in attendance were City Attorney Bob Coble, Economic Development Director Luke Eastin, Director of Public Works & Building/Zoning Official Chad Bayles, Superintendent of Public Works Toby Rinehart, Fire Chief Bruce Dickey, City Clerk Becky Burgess, Media Representatives Mary Anne Maxwell and Randy Poole, and several guests. Chief of Police Guye Durre and City Treasurer Dee McGehee were absent.

Mayor Mike Stanford led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE SEPTEMBER 3, 2019 REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER WILEY.

CONSENT AGENDA

REGULAR BUSINESS

Mayor Mike Stanford welcomed Commissioner Linda Spicer stating he appreciates her willingness to help in the community.

Commissioner Mike Genthe presented items for the Stanford Road Pipe Culvert Project.

A MOTION TO APPROVE CHANGE ORDER NO. 1 FOR THE STANFORD ROAD PIPE CULVERT PROJECT TO LUTTRELL BACKHOE, INC. FOR A DECREASE OF $2,633.00 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SLAUGHTER.

A MOTION TO APPROVE PAYMENT NO. 2 & FINAL FOR THE STANFORD ROAD PIPE CULVERT PROJECT TO LUTTRELL BACKHOE, INC. IN THE AMOUNT OF $4,559.85 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SLAUGHTER.

Commissioner Phil Wiley gave a brief update on the AMI project stating the equipment is in and being tested now for automated metering.

Mayor Stanford stated "Ordinance No. 19-3060, An Ordinance Declaring A Certain 2008 Dodge Charger Automobile Of Surplus Property" which was listed on the agenda, is being tabled. Stanford mentioned we may have an intergovernmental agreement with the Village of Xenia, so we will table it for this meeting.

Director of Public Works and Building/Zoning Official Chad Bayles presented four properties as unsafe and dangerous.

A MOTION TO PASS A RESOLUTION DECLARING THE TERESA J. EASTIN REAL ESTATE AS UNSAFE AND DANGEROUS (418 S. MILL STREET) WAS MADE BY COMMISSIONER GENTHE; SECONDED BY COMMISSIONER WILEY.

A MOTION TO PASS A RESOLUTION DECLARING THE CHRISTINA BONHAM REAL ESTATE AS UNSAFE AND DANGEROUS (801 LAMSON STREET) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER GENTHE.

Superintendent of Public Works Toby Rinehart requested approval to seek bids for a budgeted item, a new digger truck.

A MOTION TO APPROVE SEEKING BIDS FOR A DIGGER TRUCK FOR THE ELECTRIC DEPARTMENT WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Fire Chief Bruce Dickey gave a reminder regarding a luncheon that the Harter Stanford Fire District and the Flora Fire Department will be hosting as well as showcasing the new fire truck and other trucks. This will be at noon at the Flora Fire Station on Friday, September 6, 2019.

There were no other comments from City Attorney Bob Coble or the remainder of the Administrative Staff.

CLOSED SESSION

Mayor Stanford requested a motion to enter into closed session pursuant to:

5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.

5 ILCS 120/2(c)(3) The selection of a person to fill a public office, as defined in this Act, including a vacancy in a public office, when the public body is given power to appoint under law discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance. 5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body.

AT APPROXIMATELY 4:42 P.M., COMMISSIONER WILEY MADE A MOTION TO ENTER INTO CLOSED SESSION; SECONDED BY COMMISSIONER GENTHE.

OPEN SESSION

AT APPROXIMATELY 5:06 P.M. COMMISSIONER SLAUGHTER MADE A MOTION TO ENTER INTO OPEN SESSION; SECONDED BY COMMISSIONER GENTHE.

Discussions were held on current licenses as well as future ones. Ordinances pertaining to licensing were referenced. Discussion was informational only.

At approximately 5:40 p.m. Attorney Bob Coble left the meeting.

Discussions continued on various projects going on within the City. All of these topics were for information only and no action was taken.

ADJOURN

At approximately 6:03 p.m., with no further business to discuss, Mayor Stanford requested meeting be adjourned. Council Members concurred and Mayor Stanford declared said meeting adjourned.
